Division of Reactor Projects

Director: Richard Croteau
Deputy Director: William Jones

Implements and coordinates the inspection of all reactors and related project management activities. Supervises and directs the resident inspection staff at each reactor facility and coordinates site inspection activities with the Division of Reactor Safety. The span of activities includes, but is not limited to, routine, special, and reactive inspections; enforcement; assessment; allegation follow-up; and the recruiting and training of staff. Coordinates with the Project Division of the Office of Nuclear Reactor Regulation.

Reactor Projects Branches 1-7

Plans, directs and coordinates the inspection activities and related project management functions at assigned reactor facilities. Supervises and trains staff, including resident inspectors. Performs assessment of power reactor facilities, which includes baseline and supplemental inspections, enforcement assessment, allegation follow-up, and the recruiting and training of staff. Coordinates inspection activities with the Division of Reactor Safety and the Office of Nuclear Reactor Regulation. Acts as liaison with the Project Division counterpart in the Office of Nuclear Reactor Regulation.

Division of Reactor Safety

Director: Terrance Reis

Implements the NRC's Reactor Oversight Program in the areas of engineering, maintenance, radiological controls, emergency preparedness, security, and operator license requalification. Implements the NRC operator license examination program; the fuel facilities security inspection program; the license renewal inspection program; the independent spent fuel storage installation inspections program. Provides specialized technical support. Reviews license changes to emergency preparedness and security plans. Coordinates with the technical Divisions in the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, and the Office of Nuclear Material Safety and Safeguards.

Inspects reactor licensee activities in the area of engineering. Provides technical expertise and support in the engineering areas of design, modifications and evaluations of changes, tests and experiments. Conducts Region-based baseline and supplemental engineering inspections.

Inspects reactor licensee and fuel facility activities in the areas of fire protection and problem identification and resolution. Provides technical expertise and support in the fire protection area and risk analysis. Conducts Region-based baseline and supplemental fire protection inspections and problem identification and resolution inspections.

Chief: Steven Vias

Inspects reactor licensee activities in the areas of inservice inspection program, maintenance rule implementation, and heat sink performance. Provides technical expertise and support for the license renewal inspection program; the reactor and fuel facility construction programs; and independent spent fuel storage installation inspection program. Conducts Region-based baseline and supplemental maintenance inspections

Inspects reactor licensee activities in the areas of health physics, environmental and effluent monitoring and controls, and emergency preparedness. Provides technical expertise and support for the radiation protection and emergency preparedness programs. Division of Fuel Facility Inspection

Director: Anthony Gody

Responsible for inspection and technical evaluation of all NRC regulated areas associated with fuel facilities in the United States. Responsible for project management activities for these facilities and oversight of the associated inspection program. Acts as the focal point for coordination with NMSS Headquarters in the fuel facility area. Supports and participates in the Incident Response Program.

Fuel Facility Inspection Branch 1

Chief: Alan Blamey

Performs inspections and evaluations of assigned fuel facilities. Conducts inspections at these fuel facilities including the resident inspector program at two Category I fuel facilities and routine inspections at the assigned facilities in such areas as operational safety, radiation safety, emergency preparedness, chemical safety and nuclear criticality safety. Implements the Enforcement Policy in connection with findings for fuel facilities. Provides the project management and inspection program oversight for the assigned fuel facilities, as well as for the MOX fuel facility construction projects. Focal point for coordination with NMSS Headquarters in the fuel facility area and supports the Region II Incident Response program in that area. Provides support for NMSS guidance/development in the fuel facility area.

Fuel Facility Inspection Branch 2

Chief: (Vacant)

Performs inspections and evaluations of assigned fuel facilities. Conducts inspections at these fuel facilities including the resident inspector program at the USEC Paducah Gaseous Diffusion Plant and routine inspections at the assigned facilities in such areas as operational safety, radiation safety, emergency preparedness, chemical safety and nuclear criticality safety. Implements the Enforcement Policy in connection with findings for fuel facilities. Provides the project management and inspection program oversight for the assigned fuel facilities, as well as for the gas centrifuge projects. Focal point for coordination with NMSS Headquarters in the fuel facility area and supports the Region II Incident Response program in that area. Provides support for NMSS guidance/development in the fuel facility area.

Computer services include application/system development, end user support, LAN administration, integration of headquarters and regional systems, office automation, and equipment and software analysis. Telecommunications include both voice and data communication.

Financial Management Branch

Chief: Clinton McGill

Performs budgeting, accounting, management analysis, travel, contract administration, purchasing, procurement of goods and services. Performs facility management functions, security, property management, and space planning.


Division of Construction Projects

Director: Joel Munday

Implements and coordinates the inspection of construction and fabrication activities for new reactors and fuel cycle facilities. Performs related project management activities. Supervises and directs the resident inspection staff at each reactor construction site and coordinates site inspection activities with the Division of Construction Inspection. The span of activities includes, but is not limited to, inspections; enforcement; assessment; allegation follow-up; and the recruiting and training of staff. Assists the Office of New Reactors in the development of the necessary regulatory infrastructure to support reactor and fuel cycle facility construction activities. Coordinates with the Office of New Reactors, the Office of Nuclear Material Safety and Safeguards, and the host regional office. Serves as the contact with applicants, Headquarters offices, external stakeholders, and the public for construction activities.

Plans, directs, and coordinates all aspects of construction and pre-operational readiness inspections at assigned fuel facilities under construction. This includes routine and reactive inspections, as well as allegation follow-up and facility assessment. Hires, trains, and supervises staff, including resident inspectors. Performs project management activities for assigned facilities and serves as primary interface point with fuel facility applicants or licensees. Performs liaison with other NRC staff such as the Office of Nuclear Material and Safeguards, the Office of Nuclear Security and Incident Response, and the Region II Division of Fuel Facility Inspection.

Construction Projects Branch 2

Chief: David Ayres

Serves as the lead for the Center for Construction Inspection's (CCI) work developing the infrastructure and processes for implementing the new reactor inspection program. Developing the infrastructure and processes for implementing the new reactor construction program includes: (1) ITTAAC scheduling, (2) inspection reporting, and (3) hiring and developing the resident and regional office staff. Also provides program office support in the development of areas such as assessment, enforcement, and ITAAC closure. Serves as primary interface point with the Office of New Reactors and other NRC offices on issues related to the development of the new reactor inspection program.

Construction Projects Branch 3

Plans, directs, and coordinates all aspects of inspection at Watts Bar Unit 2. This includes routine and reactive inspections, as well as allegation follow-up and facility assessment. Hires, trains and supervises staff, including resident inspectors. Performs project management activities for Watts Bar Unit 2 and serves as the primary interface point with this licensee. Performs liaison with other NRC staff such as the Office of Nuclear Reactor Regulation and the Region II Divisions of Reactor Projects and Reactor Safety.

Construction Projects Branch 4

Chief: Michael Ernstes

Plans, directs, and coordinates all aspects of inspection at new reactor facilities under construction. This includes routine and reactive inspections, as well as allegation follow-up and facility assessment. Hires, trains and supervises staff, including resident inspectors. Performs project management activities for assigned facilities and serves as primary interface point with new construction power reactor licensees. Performs liaison with other NRC staff such as the Office of New Reactors and the Office of Nuclear Security and Incident Response.

Implements assigned portions of the construction inspection program and the vendor inspection program for all new reactors and fuel facilities. Provides specialized technical support to the Division of Construction Projects. Serves as the focal point for coordinating with technical counterparts and referring potential generic insights to Headquarters. Coordinates with the technical divisions in the Office of New Reactors, the Office of Nuclear Security and Incident Response, and the Office of Nuclear Material Safety and Safeguards.

Participates in enforcement and assessments activities. Activities are primarily focused on the activities of fuel facilities, Watts Bar Unit 2, and new reactor applicants and licensees. Inspections of vendor activities, in support of the Office of New Reactors and the Office of Nuclear Material and Safeguards are also conducted. In addition, the branch serves as the focal point for coordinating with technical counterparts and referring technical issues to Headquarters in the electrical and instrumentation and controls areas. As appropriate, also coordinates technical issues with the Divisions of Reactor Projects and Reactor Safety in the host regions. Hires, trains and supervises staff.

Construction Inspection Branch 2

Chief: Kathleen O'Donohue

Plans, conducts, and documents inspections, primarily in the civil engineering area, to verify licensee applicant compliance with associated commitments and regulations. Participates in enforcement and assessments activities. Activities are primarily focused on the activities of fuel facilities, Watts Bar Unit 2, and new reactor applicants and licensees. Inspections of vendor activities, in support of the Office of New Reactors and the Office of Nuclear Material and Safeguards are also conducted. In addition, the branch serves as the focal point for coordinating with technical counterparts and referring technical issues to Headquarters in the civil engineering area. As appropriate, also coordinates technical issues with the Divisions of Reactor Projects and Reactor Safety in the host regions. Hires, trains and supervises staff.

Inspections of vendor activities, in support of the Office of New Reactors and the Office of Nuclear Material and Safeguards are also conducted.
