GOAL 2: Scope 3 Greenhouse Gas Reduction and Develop and Maintain the Greenhouse Gas Inventory 

Goal 2 is comprised of two aspects: 
  1. Maintain the National Institutes of Health Comprehensive Greenhouse Gas Inventory
  2. Scope 3 Greenhouse Gas Reduction Fig. A6 – GHG Emissions from travel (airplane)

Maintain the National Institutes of Health Comprehensive Greenhouse Gas Inventory Under Executive Order 13514, the National Institutes of Health (NIH) was required to develop a comprehensive inventory of Fiscal Year 2010 (October 1, 2009 - September 30, 2010) greenhouse gas (GHG) emissions by January 31, 2011.  Annually, thereafter, the NIH is required to report the inventory of the preceding fiscal year.  In addition, Executive Order 13514 requires to establish and report percentage reduction targets for NIH-wide reductions for scope 1, 2, and 3 GHG emissions relative to Fiscal Year 2008 (October 1, 2007 - September 30, 2008) baseline.

Goal 2 Highlights:
 
  1. NIH will reduce its T&D Energy Losses as compared to FY 2008 baseline by:
    • Reduce Scope 3 GHG: T&D Engery Losses
      • 2010 - 5.0%
      • 2020 - 7.5% 
  2. NIH will reduce its total overall Scope 3 (GHG) emissions as compared to FY 2008 baseline by:
    • Reduce Scope 3 GHG: Overall
      • 2010 - 5.0%  (CO2e)
      • 2020 - 3.3%  (CO2e)
  3. NIH will reduce its all means of federal employee travel (as defined in HHS SSPP) as compared to FY 2008 baseline by:
    • Reduce Federal Employee Travel
      • 2010 - 0.1%
      • 2020 - 1.0%
  4. IH will reduce its contracted waste disposal as compared to FY 2008 baseline by:
    • Reduce Scope 3 GHG: Contracted Waste Disposal
      • 2010 - 5.0%
      • 2020 - 15.0%
