Special events at the Capitol required passes for access, of which this rare Dome Landing pass for the inauguration of President Theodore Roosevelt in 1905 is an example. Photographs of the event show pass holders standing on the landing outside the base of the dome, leaning over the building’s parapet, and even perched atop the pediment.
