Outreach and Compliance Coordination Program

In connection with the Civil Rights Program administered by the U.S. Nuclear Regulatory Commission (NRC), the agency's Outreach and Compliance Coordination Program (OCCP) enforces and ensures compliance with applicable Civil Rights statutes, Executive Orders, and agency regulations for all recipients of NRC-conducted and financially assisted programs and activities. The OCCP also addresses fair and equitable treatment for those employed in, benefiting from, or affected by such programs and activities.

To ensure nondiscrimination in NRC-conducted and financially assisted programs and activities, the OCCP provides technical assistance, monitors program activities, conducts compliance reviews, investigates complaints, takes enforcement actions in response to violations, and submits reports to Federal oversight agencies. In addition, the OCCP provides applicants/recipients with guidance and direction, as illustrated by the "Civil Rights Compliance Requirements Imposed as a Condition of Award of NRC Federal Financial Assistance" provided in Section 6 of each of the agency's Federal Funding Opportunity Announcements.

In addition to the Civil Rights Compliance Requirements, the applicable Civil Rights statutes and guidance include, but are not limited to, the following:

The NRC complies with Title VI of the Civil Rights Act of 1964, which protects individuals from discrimination in Federally conducted or financially assisted programs on the basis of their race, color, national origin, sex, religion, age, disability, sexual orientation, or status as a parent. (Not all of these prohibited bases apply to all programs.) The NRC also complies with Title IX (which prohibits discrimination based on gender/sex in educational programs and activities), the Age Discrimination Act of 1975, Section 504 of the Rehabilitation Act of 1973, and the other acts, Executive Orders, and policies listed above.
