NATIONAL TECHNICAL INFORMATION SERVICE

SECTION 1.  PURPOSE.

.01 This Order prescribes the organization and assignment of functions within the National Technical Information Service (NTIS).

.02.This revision:  transfers to the Office of Product Management and Acquisitions the customer relations, subscriptions, sales and marketing, and customer advocate functions of the Office of Customer Services; replaces the position of Associate Director of the Office of Customer Services with the position of Manager of the Customer Contact Center reporting to the Associate Director of the Office of Product Management and Acquisitions; transfers the NTIS Help Desk function from the Office of Customer Services to the Office of the Chief Information Officer (CIO); retitles the Office of Business Development to the Office of Federal Services; transfers management of the National Audiovisual Center (NAC) from the Office of Federal Services to the Office of Product Management and Acquisitions; and assigns the property management function to the Office of the Chief Financial Officer (CFO).

SECTION 2.  ORGANIZATION STRUCTURE.

This organization structure and lines of authority of NTIS shall be as shown in the attached organization chart (Exhibit 1).

SECTION 3.  OFFICE OF THE DIRECTOR.

.01 The Director, as head of NTIS, manages and is responsible for all activities of the organization.  The Director shall report and be responsible to the Director of the National Institute of Standards and Technology. 

.02 The Deputy Director assists the Director in managing NTIS, and performs the functions of the Director during the latter’s absence.

SECTION 4.  OFFICE OF THE CHIEF FINANCIAL OFFICER.

The Office of the Chief Financial Officer is headed by the CFO who is responsible for managing all functions relating to financial management.  The Office ensures control over and accountability for all NTIS funds, property and other assets.  These functions include: 

a. Developing NTIS budgets, financial plans, financial reports and analysis;

b. Developing, maintaining and operating NTIS financial systems;

c. Providing financial advice to the NTIS Director;

d. Providing financial management services to NTIS components, customers and source
clients; and

e. Providing management analysis, administrative management, procurement, facilities
management, property management and office support services to NTIS elements and other agencies.

SECTION 5.  OFFICE OF THE CHIEF INFORMATION OFFICER.

The Office shall be headed by the CIO who is responsible for:

a.Developing and administering plans, policies and standards for NTIS acquisition and use of
information technology;

b. Representing NTIS on information technology matters, including computer security issues;

c. Serving as liaison with counterpart offices in the Department and other agencies;

d.Planning, developing, operating and servicing centralized and decentralized network
computer-based capabilities and associated telecommunications networks;

e. Conducting feasibility studies, preparing justifications and assisting in the procurement of
computer-based systems;

f. Providing training, consultation, technical documentation and operation of data processing
and telecommunications to meet the identified needs of NTIS line management;

g. Managing the NTIS Help Desk; and

h. Working closely with the Departmental CIO on enterprise-wide information
technology initiatives, strategies and collaborative projects.  The CIO actively participates on the
CIO Council, and other Departmental boards, committees and working groups.

SECTION 6.  OFFICE OF FEDERAL SERVICES.

The Office of Federal Services is headed by an Associate Director, who is responsible for:

a. Developing, planning, evaluating and implementing basic business strategies for information dissemination services and Internet-based service business opportunities for Federal agencies consistent with the National Technical Information Act of 1988 and with Federal e-government initiatives;

b. Utilizing new and existing technologies to ensure optimal access to government
electronic/internet-based information services;

c.Managing service projects utilizing in-house capabilities or through joint venture partners;

d. Assisting agencies in meeting their multi-media product requirements; and

e. Coordinating marketing and exhibit activities for information dissemination and internet- based services.

SECTION 7.  OFFICE OF PRODUCTION SERVICES.

The Office of Production Services is headed by an Associate Director who is responsible for: 

a. Production and support services involved in meeting external and intramural customer and client needs with regard to order fulfillment, information product dissemination and service delivery, order processing, product manufacturing, warehousing, specialized storage, inventory management, distribution and other product-specific, order fulfillment requirements;

b. Operating, maintaining, and managing specialized equipment and computer-based systems for the imaging, duplication, and reproduction of information products, whether in paper, film, electronic or multimedia form; and

c. Providing project and product management support for individual products and services, as well as agency-wide mail and transportation pick-up and delivery.

SECTION 8.  OFFICE OF PRODUCT MANAGEMENT AND ACQUISITIONS.

The Office of Product Management and Acquisitions is headed by an Associate Director who is responsible for:

a. Planning, evaluating, and implementing basic business strategies for all NTIS clearinghouse products;

b. Developing new products using in-house capabilities or through joint ventures;

c. Coordinating the production and sale of clearinghouse products;

d. Identifying and acquiring scientific and technical and business-related information from domestic and international sources;

e. Conducting all functions relating to content management of the NTIS internet site, market research, market development, advertising, list development, and exhibits;

f.Building the NTIS bibliographic database by cataloging, indexing, and abstracting information products from either hard copy or electronic media; and

g. Managing the NAC;

h. Managing customer relationships involving order receipt/entry, inquiry and complaint resolution, and product identification functions, in the framework of a total quality and customer satisfaction approach;

i. Gathering data about customer or potential customer needs and expectations;

j. Promoting available Federal government information, services and programs to customers through demand and subscription sales; and

k. Ensuring that customer issues are brought to the attention of senior management officials.

SECTION 9.  EFFECT ON OTHER ORDERS.

This Order supersedes Department Organization Order 30-7B, dated November 6, 2008.
