BUREAU OF THE CENSUS

SECTION 1. PURPOSE.

.01   This Order prescribes the organization and assignment of functions within the Bureau of the Census (Census Bureau).

.02   This revision:

a.   Establishes:

1.   the Office of Risk Management and Program Evaluation reporting to the Office of the Director and Deputy Director;

2.   an Assistant Director for Communications reporting to the Associate Director for Communications;

3.   the Customer Liaison and Marketing Services Office reporting to the Associate Director for Communications;

4.   the Chief Technology Office reporting to the Associate Director for Information Technology and Chief Information Officer;

5.   the Office of Information Security reporting to the Associate Director for Information Technology and Chief Information Officer;

6.   the Local Area Network Technology Support Office reporting to the Associate Director for Information Technology and Chief Information Officer;

7.   the Associate Director for 2020 Census reporting to the Office of the Director and Deputy Director;

SECTION 2. ORGANIZATION STRUCTURE.

The principal organization structure and lines of authority shall be as depicted in the attached organization chart (Exhibit 1).

SECTION 3. OFFICE OF THE DIRECTOR.

.01   The Director determines policies and directs the programs of the Census Bureau, taking into account applicable legislative requirements and the needs of users of statistical information. The Director is responsible for the conduct of the activities of the Census Bureau and for coordinating its statistical programs and activities with those of other Federal statistical agencies with due recognition of the programs developed and regulations issued by the Office of Management and Budget.

.02   The Deputy Director shall assist the Director in the direction of the Census Bureau and perform the functions of the Director in the latter’s absence.

.03   The Policy Coordination Office shall serve in a central coordinating role for the analysis, development, implementation, and dissemination of Census Bureau-wide policies and related policy issues, particularly those related to data stewardship; implement a privacy program and the Freedom of Information Act; and coordinate the Census Bureau’s administrative records program.

.04   The Office of Risk Management and Program Evaluation shall manage an enterprise risk management framework that provides internal oversight for the Deputy Director related to the performance, risk, and effectiveness of Census Bureau programs; manage an investment review process to review, authorize, and monitor the performance of programs within the Census Bureau portfolio; distribute standardized policy and guidance related to portfolio and project management, program evaluation, and risk management and monitors program and project performance; coordinate the integration of functional operations with the aim of improving the efficiency of key business processes; and collaborate with the Department of Commerce, Office of Program Evaluation and Risk Management, on matters related to program reviews, evaluations, and risk.

SECTION 4. OFFICE OF THE ASSOCIATE DIRECTOR FOR COMMUNICATIONS.

The Office of the Associate Director for Communications shall report to the Director of the Census Bureau and coordinate his or her activities with the Office of the Under Secretary for Economic Affairs, the Assistant Secretary for Legislative and Intergovernmental Affairs, and the Departmental Office of Public Affairs, as appropriate. The Associate Director for Communications shall provide Congressional liaison service, be responsible for the overall public information program of the Census Bureau, and serve as the primary liaison for the Census Bureau with the Department and with other government agencies on public affairs matters; be assisted principally by the Assistant Director for Communications; and shall have and direct the staff elements and offices described below:

.01   The Office of Congressional and Intergovernmental Affairs shall advise on all Congressional matters regarding the Census Bureau’s activities and serve as the primary point of coordination for maintaining liaison on such activities with the Congress, State, Local, and Tribal governments in collaboration with the Departmental Under Secretary for Economic Affairs and the Assistant Secretary for Legislative and Intergovernmental Affairs.

.02   The Public Information Office shall develop information programs and perform clearance reviews for the release of information disseminated by the Census Bureau, primarily through the evolving 24/7 national news media cycle and other external and internal communications networks; manage public affairs matters regarding the release of Census Bureau data and information; provide media relations training and support to Census Bureau spokespersons; and develop, maintain and implement a communications strategy for sharing information internally with Census Bureau staff or externally with the media.

.03   The Center for New Media and Promotion shall work in close collaboration with the Information Technology Directorate towards developing state of the art data dissemination tools, data animation, and data integration; and coordinate, develop and implement integrated communications and promotional campaigns with consistent messaging and branding about the Census Bureau through the effective use of advertising, public relations and marketing, including exploring new ways of communicating through social media and evolving communications channels, as well as harnessing developing technologies for displaying and communicating statistical information and data.

.04   The Customer Liaison and Marketing Services Office shall ensure two-way communication between customer groups and the Census Bureau, and facilitate access to and use of data collected by the Census Bureau; lead the development of products and services valued in the marketplace and continually strengthen the Census Bureau’s customer orientation; support data dissemination, conference planning and coordination, data product distribution, and data user training and communication; and establish and maintain national governmental, non-governmental, and corporate decennial partnerships.

SECTION 5. OFFICE OF THE ASSOCIATE DIRECTOR FOR ADMINISTRATION AND CHIEF FINANCIAL OFFICER.

The Office of the Associate Director for Administration and Chief Financial Officer shall oversee the implementation of the Chief Financial Officers Act, the Federal Managers’ Financial Integrity Act, and Government Performance and Results Act, including the preparation of audited financial statements and performance measures for Census Bureau activities; provide administrative and financial management services, complementary with such services provided at the Departmental level, to all components of the Census Bureau; and have and direct the following units:

.01   The Budget Division shall perform budget functions which shall include preparation of official budget estimates and justifications, and allocation and control of all funds.

.02   The Finance Division shall perform financial analyses; establish accounting policies; maintain financial accounts; prepare financial reports; and provide technical oversight of payroll services for the decennial census.

.03   Human Resources Division shall provide integrated workforce and organization planning and development services in support of Census Bureau needs, including facilitation support, personnel management services, position classification, pay administration, recruitment and employment, employee training, employee relations and services, payroll services, and personnel operations. The division shall, in collaboration with the Equal Employment Opportunity Office, provide assurance of equal opportunity in all Census Bureau employment matters.

.04   The Administrative and Management Systems Division shall provide central administrative and management systems support for the Census Bureau, including its participation in the Department Commerce and the Census Bureau administrative systems and administrative applications for the decennial census; and perform management analysis and staff support services for the Census Bureau.

.05   The Administrative and Customer Services Division shall provide administrative services, including property, space, records and facilities management, and publications and graphic arts services, including printing, mail and forms management, publications design, and distribution; develop generalized publications and graphic software; prepare statistical compendia, catalogs, manuals, and other reference materials; create and disseminate electronic data products, including data tapes, CD-ROM, and on-line services; and administer electronic and printed data dissemination and customer services programs.

.06   The Acquisition Division shall provide contracting services and process all purchase actions for all Census Bureau programs.

.07   The Equal Employment Opportunity Office shall provide guidance and assistance to Census Bureau officials in Equal Employment Opportunity matters, and shall plan and direct the Census Bureau’s Equal Employment Opportunity and Affirmative Action programs consistent with Departmental guidance and policies as delegated by the Director, Office of Civil Rights.

SECTION 6. OFFICE OF THE ASSOCIATE DIRECTOR FOR INFORMATION TECHNOLOGY AND CHIEF INFORMATION OFFICER (CIO)

The Office of the Associate Director for Information Technology and Chief Information Officer (CIO) shall plan, direct, and implement the utilization of information technology (IT) resources, including capital planning and investment analyses, the IT operating plan and budget, as well as IT acquisition strategy and performance measures. The CIO will also be responsible for ensuring and providing supporting infrastructure, IT security, planning and directing programs for IT operations for telecommunications services; oversee the total systems environment of the Census Bureau; enforce comprehensive Census Bureau-wide IT policies and standards; serve as the senior Information Resources Management official; advise the Office of the Director in these fields; and be responsible for and direct the following units:

.01   The Associate Director for Information Technology and CIO shall be responsible for reviewing and approving all IT-related expenditures and contracts exceeding a predetermined dollar threshold set by the Office of the Associate Director for Information Technology and CIO. The IT Purchase Planning Oversight Committee and the IT Governing Board, as per the Census Bureau’s Information Technology Purchase Plan process, shall be afforded an opportunity to review the Associate Director for Information and Technology and CIO’s decisions. The Associate Director for Information Technology and CIO will consult with the Deputy Director in the event of significant disputes or special circumstances.

.02   The Chief Technology Office shall be responsible for improving the effectiveness and efficiency of the Census Bureau by fostering and facilitating innovation; focusing on centralization and collaboration of business and IT processes; ensuring the security, quality and timeliness of business information; and establishing mechanisms to ensure accountability, cost-effectiveness, and credibility in all IT investments.

.03   The Information Systems Support and Review Office shall develop IT plans, including strategic, operational, business, and acquisition in conjunction with the Census Bureau’s program areas; be responsible for centralized management and oversight of all central IT contracts; provide financial management and centralized administrative support for the IT Directorate; formulate and maintain the Census Bureau’s Continuity of Operations Plan (COOP) to address requirements of Federal Preparedness Circular 65 and the Federal Executive Branch Continuity of Operation; and manage all projects and initiatives within the IT Directorate from concept to completion through standard project management methodology and processes.

.04   The Applications Services Division shall provide software business solutions through support and expertise in multiple capacities in the procurement, development, use, and maintenance of software applications and products that support the broad spectrum of business needs at the Census Bureau; and build enterprise applications serving multiple Census Bureau business areas. These applications focus on administrative support business needs, the Census Bureau web environment, and on Census Bureau survey programs. All application development and support is aligned with the Census Bureau corporate Enterprise Architecture standards and procedures. The division will also consult on emerging software technologies, and on technical considerations in the development of software, including the use of commercial off the shelf (COTS) products.

.05   The Office of Information Security shall develop and maintain the Census Bureau’s IT security program; assure the proper procedures and safeguards for protection of IT resources and the confidentiality of program and administrative data; advise the Associate Director for IT and Chief Information Officer on matters pertaining to IT security; and coordinate the Census Bureau’s responsibilities under the Federal Information Security Management Act of 2002 (FISMA) governing information security.

.06   The Local Area Network Technology Support Office shall plan, direct, and coordinate personal computer and local area network services and support for those divisions and offices within its authority; serve as the focal point for Census Bureau office automation (OA); provide OA information, guidance, support, and organizational policy; provide user assistance and informational services needed to facilitate user interaction with all Census Bureau computer systems; address all problems and questions related to the use of the Census Bureau’s IT resources; and provide liaison services between the IT directorate and subject matter areas, and distribution of information regarding the Census Bureau’s computer systems.

.07   The Computer Services Division shall operate and manage the electronic computers and related ancillary equipment of the Census Bureau; plan for and provide the activities and warranties required to maintain the equipment at required hardware performance levels; support the Bowie Computer Center, the Secondary Computer Center, and the Headquarters computer rooms.

.08   The Telecommunications Office shall develop operational plans for and conduct research and tests on new or more efficient methods of providing data communication services to the Census Bureau; assure proper maintenance and use of telecommunication resources; and design solutions leading to the acquisition of new equipment in support of the Census Bureau’s overall communications objectives.

SECTION 7. OFFICE OF THE ASSOCIATE DIRECTOR FOR FIELD OPERATIONS.

The Office of the Associate Director for Field Operations shall direct programs of field data collection and pre-computer processing operations, data dissemination, and user information; and be responsible for and direct the following units:

.01   The National Processing Center, located in Jeffersonville, Indiana, shall conduct statistical processing operations for assigned current and special surveys or censuses; provide related administrative and logistics services for assigned programs; exercise such authority in personnel and other management areas as is specifically delegated; and administer a personal census service to furnish information about individuals as reflected by census records, as provided by law.

.02   The Technologies Management Office shall develop and implement computer applications for data collection operations; oversee the Census Bureau site licenses for authoring software; administer IT service contracts and large-scale IT hardware contracts; develop, implement, and maintain automation and telecommunication applications and systems needed to support data collection, regional office, and telephone center operations; and coordinate data collection automation projects of an inter-divisional nature for both current survey and decennial initiatives.

.03   The Field Division shall plan, organize, coordinate, and conduct the Census Bureau’s field data collection program; maintain and administer a flexible field organization through the regional offices and temporary district and other branch or area offices; and provide for the effective deployment of field personnel for the efficient conduct of data collection at the local level. The principal field structure of the Census Bureau shall consist of Regional Offices, each headed by a Regional Director who shall report to the Chief of the Field Division.

a.   Each Regional Office shall perform assigned field data collection programs, including recurring and special sample surveys of varying sizes and complexity, periodic censuses, and special censuses and surveys.

b.   As may be required for a specific census or special survey, temporary district or other subordinate offices shall be established under the Regional Offices.

SECTION 8. OFFICE OF THE ASSOCIATE DIRECTOR FOR ECONOMIC PROGRAMS.

The Office of the Associate Director for Economic Programs shall plan and direct the economic statistical programs and advise the Office of the Director in these fields; be assisted principally by the Assistant Director for Economic Programs; and have and direct the following units:

.01   The Economic Planning and Coordination Division shall provide overall direction for the planning, budgeting, and conduct of the economic censuses and related programs; direct a number of programs and activities related to maintaining, managing, and improving the Census Bureau’s directory of businesses, the Standard Statistical Establishment List; identify administrative record requirements for the Census Bureau’s economic program, procure administrative data from other agencies, and conduct research related to using and improving these data; develop classification systems, standards, procedures, and manuals supporting the Census Bureau’s economic surveys and censuses; and coordinate the planning, processing, and conduct of most current economic statistics programs.

.02   The Economic Programming Division shall support and improve economic censuses and survey programs through the collaborative development and maintenance of statistical software; seek to continuously improve the quality, cost effectiveness, and maintainability of software through adherence to documented software best practices; and seek to ensure consistency of automated processes and implementation in the Economic Directorate.

.03   The Company Statistics Division shall develop the overall plans and programs for the collection, processing, and dissemination of statistical data from special surveys relating to the financial position of United States (U.S.) companies and business enterprises, their characteristics, ownership, organizational structure, and investment behavior, and economic censuses of the outlying areas, including Puerto Rico, Guam, and the U.S. Virgin Islands, which are taken every five years.

.04   The Service Sector Statistics Division shall develop overall plans and programs for the collection, processing, and dissemination of statistical data from special and current surveys and censuses regarding business enterprises engaged primarily in the distribution of goods and services; perform nonmechanical processing for current division programs; conduct research and prepare analytical reports, monographs, and special studies; and develop overall plans and programs for the collection, processing, and dissemination of statistical data from surveys or censuses relating to the transportation industry.

.05   The Foreign Trade Division shall develop plans and programs for the collection, processing, review, linkage with other economic data, and dissemination of statistical data regarding various aspects of the export and import trade of the United States and foreign trade shipping; plan and develop computer systems for processing foreign trade data and direct nonmechanical processing for division programs; maintain international commodity classification systems and conduct methods research on assigned programs, including international comparability of trade statistics; establish and monitor quality assurance programs; and prepare reports, monographs, and special studies.

.06   The Governments Division shall develop overall plans and programs for the collection, processing, and dissemination of statistical data from special and current surveys and censuses regarding State and local governments; plan and develop systems and software applications for the collection, processing, and dissemination of government data; research and develop methods for producing statistics on governments; maintain and improve the Census Bureau’s directory of governments; conduct research on governmental operations and finances; and prepare analytical reports and special studies.

.07   The Manufacturing and Construction Division shall develop plans and projects for an integrated statistical data program related to the construction industries and activities and manufacturing and mineral industries and commodities, including the collection, processing, and dissemination of comprehensive data from censuses and monthly, quarterly, and annual surveys; and conduct methodological support and research activities.

SECTION 9. OFFICE OF THE ASSOCIATE DIRECTOR FOR DEMOGRAPHIC PROGRAMS.

The Office of the Associate Director for Demographic Programs shall plan and direct the current and special social, demographic, and international statistical programs; provide for overall plans and programs for the periodic social and demographic programs; advise the Office of the Director in these fields; provide, at the request of the U.S. Agency for International Development (USAID) and of countries participating in the USAID program, short and long-term consultation services; and have and direct the following units:

.01   The Demographic Surveys Division shall plan and develop specifications, survey design, and methodology for, and provide technical direction over, the development of statistical data collection in current and special surveys; plan and develop systems and prepare computer programs for the processing of applicable data on electronic data processing equipment; perform nonmechanical processing for specified current and special surveys; and conduct surveys and methodology studies for other agencies.

.02   The Social, Economic, and Housing Statistics Division shall compile, analyze, and publish timely, accurate, and relevant data and information on the social, economic, and housing characteristics of the Nation’s population.

.03   The Demographic Statistical Methods Division shall develop and coordinate the application of mathematical statistical techniques in the design and conduct of ongoing statistical programs under the Associate Director for Demographic Programs.

.04   The Population Division shall develop overall plans and programs for the collection, processing, and dissemination of national and international statistical data from special and current surveys and censuses; prepare estimates and projections of the population; plan and develop systems and prepare computer programs for the processing of population data on electronic data processing equipment; and conduct special studies and publish analytical reports and monographs.

SECTION 10. OFFICE OF THE ASSOCIATE DIRECTOR FOR 2020 CENSUS.

.01   The Office of the Associate Director for 2020 Census shall provide leadership and oversight of all program management, system engineering and technical aspects of the research and testing program for the decennial census of population and housing and for the overall management of the American Community Survey.

.02   The American Community Survey Office shall plan, implement, and manage the ACS, a re-engineering effort to provide detailed characteristics for small geographic areas on a continual basis; coordinate the ACS with all other areas of the Census Bureau and is responsible for the sample design, data collection, data processing, and dissemination of the data as well as the outreach and promotional programs; and coordinate the integration of the ACS with the Federal Statistical System and with the use of data from administrative records systems.

.03   The 2020 Research and Planning Office shall plan and implement the program management and system engineering processes for the research and testing program for the decennial census of population and housing. This includes the technical evaluation of alternative census designs, including examining every major aspect of completing a decennial census of population and housing, and performing analyses of proposed methods for improving coverage, data quality, timeliness, and cost effectiveness.

SECTION 11. OFFICE OF THE ASSOCIATE DIRECTOR FOR DECENNIAL CENSUS PROGRAMS.

The Office of the Associate Director for Decennial Census Programs shall direct and provide planning and coordination for decennial censuses; be principally assisted by the Assistant Director for Decennial Census Programs, and direct the following staff elements and units:

.01   The Decennial Management Division shall provide overall direction for program planning and coordination of the decennial census; assign functional responsibility to divisions, determine program priorities, and develop budget requirements, time schedules, and a progress reporting and control system; monitor and document program and budget status; serve as the primary point of contact on the decennial census program with the Government Accountability Office, the Office of the Inspector General, and the Census Monitoring Board, for activities involving Congressional oversight committees, the Department of Commerce, and the Department of Justice; and develop census methodology plans, organize test and research programs, and recommend policy for decennial program issues.

.02   The Decennial Statistical Studies Division shall develop and coordinate the application of mathematical statistical techniques in the design and conduct of the ACS and decennial censuses.

.03   The Geography Division shall plan, coordinate, and administer all geographic and cartographic activities needed to facilitate the Census Bureau’s statistical programs throughout the U.S. and its territories; manage the Census Bureau’s programs to continuously update the features, boundaries, and geographic entities in its nation-wide, automated geographic support system called TIGER – the Topologically Integrated Geographic Encoding and Referencing System – and its Master Address File; conduct research into geographic concepts, methods, and standards needed to facilitate the Census Bureau’s data collection and data dissemination programs; devise systems and methodologies to provide specialized maps, geographic reports, and computer files for publication and electronic dissemination; and provide expert advice on geographic and cartographic methods and practices appropriate for statistical programs.

.04   The Decennial Systems and Contracts Management Office shall manage the development and implementation of major decennial census contracts, including development and implementation of the data capture system, acquisition and hardware, software, telecommunications, and integration services required to support the temporary offices, acquisition of other support such as printing of census forms, and conduct of telephone questionnaire assistance; ensure that all requirements, functions, and system interfaces for contracted systems are identified and compatible; ensure that all hardware and software is adequate and that all charges are controlled; monitor the cost, schedule, and technical performance milestones for each system, and ensure that appropriate standards and supportability requirements are established and met; manage the development of software and systems necessary to support processing and tabulation of census data; be responsible for integration of systems necessary to support collection, processing, and tabulation systems, including management of a Beta site contract to support this integration effort.

SECTION 12. OFFICE OF THE ASSOCIATE DIRECTOR FOR RESEARCH AND METHODOLOGY.

The Office of the Associate Director for Research and Methodology shall plan and direct programs relating to the statistical adequacy of proposed collections and the application of appropriate statistical methodology and techniques; conduct long-range studies on the basic problems of measurement of social and economic phenomena; provide research and consulting facilities specifically for psychological and behavioral science factors; advise the Office of the Director in these fields; be principally assisted by the Assistant Director for Research and Methodology, and have and direct the following units:

.01   The Center for Statistical Research and Methodology shall conduct research on statistical design, modeling and analysis methods for the Census Bureau’s data collection and dissemination programs, in collaboration with colleagues in the Research and Methodology Directorate, other directorates, and outside researchers; collaborate with statisticians and subject-matter specialists throughout the Census Bureau’s directorates on appropriate statistical design and analysis methods, and the solution of operational problems that have statistical aspects; and in collaboration with program staff, develop statistical software to implement new statistical design and analysis methods and advise on appropriate application of these methods.

.02   The Center for Economic Studies shall conduct research on economic and allied social science topics; advise relevant Census Bureau census, survey, and administrative records programs on the use of econometric modeling for improving economic and social measurement; and manage a program through which non-Census Bureau employees gain access to and use Census Bureau micro records for approved research purposes.

.03   The Center for Administrative Records Research and Applications shall develop and implement new record linkage and statistical methods, while ensuring confidentiality of combined data from administrative records, censuses, and surveys to create and publish new, or enhanced, demographic and socioeconomic products and services; coordinate the development of products to provide uniformity across all data and information releases and serves as the customer point of contact for demographic information services; conduct applied research; publish or assist others in the preparation of analytic reports; and support the Census Bureau’s strategic research and enhancement of operations.

.04   The Center for Disclosure Avoidance Research shall assure that the Census Bureau can effectively disseminate the maximum amount of high-quality data about the Nation’s people and economy while fully meeting the Census Bureau’s legal and ethical obligation to protect the confidentiality of respondents and the information they provide; achieve this goal through ongoing research in disclosure risk analysis and reduction (sponsored by or conducted by the Census Bureau) and implementation of state of the art techniques in disclosure risk reduction for data files disseminated by the Census Bureau; research new and improved disclosure avoidance methods and new methods to disseminate Census Bureau data products; and implement new techniques into production activities as they are discovered either by that research or by other research.

.05   The Center for Survey Measurement shall advise relevant Census Bureau survey and census programs in the formulation, planning, general direction and review of broadly based methodological research programs; provide technical leadership and support to the Census Bureau in the design and pretesting of questionnaires and instruments for censuses and surveys, with a focus on nonsampling and measurement errors, especially those related to psychological, sociological and anthropological factors; provide expert advice on questionnaire construction, question wording and placement, and the whole range of methodological issues associated with conducting surveys and censuses; and provide technical leadership and support to the Census Bureau on the effective use of paradata.

SECTION 13. EFFECT ON OTHER ORDERS.

This Order supersedes Department Organization Order 35-2B, dated November 19, 2004.
