his position is located in the Department of Human Health and Human Services (DHHS),Food and Drug Administration(FDA),Center for Tobacco Products (CTP), Office of Policy (OP) Rockville, MD.

As directed by Senior Policy Analysts,actively participates in the development and implementation of Center and Tobacco Products (CTP) policies and plans. Assists in making critical decisions by providing advice and counsel to Senior Office of Policy employees concerning approaches and options that are sound and feasible in relation to Office of Policy and CTP goals and objectives. Applicant may be asked to represent the Office of Policy and CTP in presenting information in a concise and coherent manner and to relate such information to broad areas of public policy dealing with CTP issues. Prepares CTP responses to inquiries covering policy aspects of the program segments, functions, and activities of the CTP. Applicant may make presentations at conferences and professional meetings before stakeholders on the applicable regulations and policies. These presentations communicate current policy developments at the agency and serve as a means of eliciting the concerns, interests and criticisms of stakeholders.

GS-13: At least one full year of specialized experience that is equivalent in difficulty and complexity to work performed at the GS-12 grade level in the Federal service that included developing policies, procedures and guidance for the regulation of tobacco products and or policy analysis on tobacco and smoking regulations.

1. Security and Background Requirements:  If not previously completed, a background security investigation will be required for all appointees.  Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements may be grounds for appropriate personnel action.  In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time.  Applicants are also advised that all information concerning qualifications is subject to investigation.  False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action.
