Assist in the review of immediate and long-term programmatic plans, proposals and commitments to evaluate and determine resources and facility requirements. Provides technical advice and guidance to supervisor on all phases of program operations for administrative services. Assist in the formulation of basic policy directives that form the framework for the management of office programs and Identifies ways to improve administrative services. Evaluates the quality, effectiveness and responsiveness of services provided. Develops alternative approaches to existing practices, procedures, reports or policies and Interpret requests and provide guidance to others concerning office programs and activities. Provides coordination and liaison activities to insure that actions are complete and compatible with prevailing policies and establish an effective working relationships with all levels of management officials,stakeholders and staff. 

 

Assist in budget development, tracks disposition of funds against budget allocations. Prepares human resource actions including personnel actions, awards and training. Explains and interprets administrative policies and procedures. Provides information to management officials on policies, guidelines and issues. Prepares briefing materials, written memorandums, reports and other documentation on best practices or innovative approaches for delivery of administrative processes and correspondence for signature by higher-level officials. Qualification Requirement for Management Specialist, GS-0301-12/13:  

GS-12 Applicants must have at least one year of specialized experience, equivalent to the GS-11 grade level, in the Federal service, experience facilitating and improving program operations. provides administrative support to management and advisory services on matters related to program support work, such as planning , research, analysis,correspondence,communication and or liaison activities. 

GS-13 Applicants must have at least one year of specialized experience, equivalent to the GS-12 grade level, in the Federal service, experience facilitating and improving program operations. Provides extensive knowledge in budget process and planning, administrative policies and procedures that cover administrative management and support services.  

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
