About DLS

DLS is headed by George L. Martinez, Director of Logistics Services.

The Division of Logistics Services (DLS) is the supply chain manager for NIH and provides three major logistics services:

  • Supply Services
  • Transportation & Freight Services
  • Property Administration

DLS provides the NIH community with supplies and equipment needed to conduct research. DLS manages all aspects of personal property programs and transportation management programs, inclusive of freight operations, fleet management, relocation services, and administers the disposal of NIH excess/surplus property.

The NIH Supply Center is a certified ISO 9000-2008 organization. It offers the NIH community with materiel at a discounted rate when compared to the commercial vendor rate and manages $25-$30 million in retail services of laboratory items, medical-surgical items, and office supplies. Its operating functions include Inventory Management, Order Management, Distribution, Marketing, and Warehouse Management. The Supply Center serves as a central distribution center for two retail locations on the main campus in Bethesda, MD.

The Fleet Management Section (FMS) provides fleet services of over 300 vehicles to NIH. To meet the Executive Order 13514, Federal Leadership in Environmental, Energy, and Economic Performance, the NIH fleet of vehicles include Alternative Fueled (E-85), Hybrid, and electric. There are 2 fueling stations managed by FMS that are located at Bethesda, MD and Poolesville, MD. The fueling station supplies E-85 fuel, Bio-Diesel and Petroleum. Additionally, FMS offers parcel packages freight services for shipments throughout the United States and coordinates international shipments; manages a Rental Car program, and provides Fleet Credit Card and E-ZPASS services.

The Property Management Branch (PMB) provides guidance, policy and manages annual inventory of personal property throughout NIH. Additionally, PMB administers Government property in the hands of NIH contractors, grantees and cooperative agreement recipients; approves and reviews Contract Property Systems. PMB manages the NIH property reutilization and IT recycling services at the Gaithersburg Distribution Center (GDC), which also operates a donation program under the Executive Order 12999, Educational Technology: Ensuring Opportunity for All Children in the Next Century and Stevenson-Wydler Technology Innovation Act of 1980.
