JOB SUMMARY:

This position is located in the Bureau of Overseas Buildings Operations (OBO), Operations Directorate (OPS), Office of Area Management (AM), Program Management Division (PM). AM provides comprehensive and timely customer service support to Posts and links OBO and Posts by acting as a practical, effective, and results-oriented ombudsman, explaining posts needs and limitations to OBO and OBOs policies and procedures to Posts; manages OBOs maintenance/repair accounts and oversees repair and improvement projects in support of the best possible officer and residential facilities for Posts; and represents Foreign Service interest to OBO in a positive manner so as to engender increased dedication to providing safe, secure, and approapriate facilities for our collegues serving abroad. Within AM, PM manages implementation services (purchasing, tracking, warehousing, invoicing, shipping, custom clearance, delivery and installation) to support the Division's Furniture and Furnishing program; administers the Overseas Office Furniture Program; monitors capital and non-capital budgets, schedules, and progress of projects for interior design and furnishing of new, leased, and renovated office buildings for interior design and furnishing of new and existing representational residences; develops and maintains project planning and management systems within the Division; and manages the Representational Supply Program.

  • Prepares annual input for acquisition of expendable supplies necessary to support the activity's administrative functions and provides special support to the Overseas Office Furniture Program (OOFP), backing up the manager of that program and proofing orders and responding to inquiries and assists with other general management and analysis projects as that support the overall mission of the office as assigned;
  • Interrogates the database to obtain accurate and pertinent data on which to base decisions on item descriptions and end-item applications; and adjusts account records to reflect routine interventions required by changes in usage rate, pricing, additional vendors, and other similar activities; in addition to supporting procurement activities of the Division, maintaining procurement tracking reports and records; establishes and maintains material status information; develops and analyzes statistical data related to specific segments of logistics support; 
  •  Maintains continuous liaison with vendor contacts, dispatch agents, designers, contracting officers, procurement personnel, warehouse personnel, contractors, and finance office personnel to verify requirements and coordinate phasing of procurements or deliveries and determines project-specific funds are used as intended in appropriations, e.g., commodity transportation, and Working Capital Funds costs; 
  • Reviews, analyzes, and ensure that AM/PM purchase orders and related acknowledgements and receiving reports are entered into the Integrated Logistics Management System (ILMS).

Applicants applying for the GS-09 grade level must meet one of the following
requirements:

A. Have at least 1 full year of specialized experience equivalent to the GS-07
level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  

Qualifying specialized experience must demonstrate the following:

***Experience initiating and maintaining effective personal contracts with a variety of technical and functional specialist both within and outside of their organization.

***Experience using computers to develop technical inventory date for reporting purposes as well as managing inventories and stockpile and facilitating communication throughout various departments. 

***Experience in preparing annual input for acquisition of expendable supplies necessary to support the activity's administrative function.

OR

B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from
an accredited college or university.  This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;

OR

C. Have a combination of graduate level education and specialized experience (as
described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Combination of Experience and Education: When an applicant has less than
one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.  Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department
determine what constitutes 1 full time year of graduate study).  The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

HOW YOU WILL BE EVALUATED:

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:

1). Knowledge of well-established and commonly applied inventory management principles, concepts and methodologies requiring the application of some judgement and analysis to provide services or resolve problems associated with inventory management systems and processes.

2). Knowledge of supply management techniques and systems

3). Ability to search for and analyze information; traces sequences of transactions to resolve questions; prepare entries for supply records systems; provide supply information, reports, and services; and recommend actions to eliminate problems involved in delivering services to supply customers or in implementing policies.

4). Ability to perform credit card reconciliations

5). Demonstrate expertise in working with private sector warehousing personnel on receiving furniture and furnishings.

6). Ability to weigh the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken.

The Overseas Building Operations (OBO) has a program that allows for Personal Service Contract (PSC) employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of the GS-15/Step 10 salary equivalent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible. Employees who are covered under another federal health insurance coverage are not eligible for reimbursement. Former Military Service and Federal employees Annual Leave Accrual Rates: PSC employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates.
