This position is located in the Office of Outreach, Bureau of Intelligence and Research (INR/OTR).  The Office of Outreach is responsible for carrying out INR's outreach mission of engaging with private sector expertise to enhance intelligence analysis.  The office also fulfills INR's responsibilities as the Executive Agent for Analytic Outreach for the U.S. Intelligence Community (IC).

 

The incumbent of this position will be responsible for the following:  1) Open Source Projects Management, supporting Director, INR/OTR as INR representative to the IC's National Open Source Committee (NOSC).  2) Outreach Products Management, supporting Director, INR/OTR in strategic analysis, editing, writing and reviewing of outreach products, demonstrating outcomes and disseminating results.  3) Government, Academic, and Private Sector Collaboration - in close coordination with the Director, INR/OTR, promotes greater interchange and contact among high-level Department policymaking officials, leading academics, professional experts, and intelligence analysts.   4) Program Management and Internal Controls - promotes cost effective operations associated with outreach and open source activities.

-Represents the Department in interagency meetings, provides guidance to Department policymakers, briefs members of Congress, and serves as an expert in various intergovernmental and non-governmental fora.  Supports INR/OTR Director’s role as INR representative to the IC’s National Open Source Committee (NOSC). 

 -Advises on and performs research and other professional work drawing on open source and outreach capabilities in support of the formulation and direction of U.S. foreign policy and bearing on U.S. relations with foreign governments and international organizations.  Maintains a detailed understanding of key international issues, reflecting the broad coverage of global affairs, with focused expertise on open source and outreach programs across the IC. 

 -Identifies open source needs of Department principals and policy Bureaus, INR analytical offices, and other Intelligence Community agencies; determines how those needs can be met; and arranges funding and support for them from the INR budget or from other agencies.  Brings resources of INR’s and IC’s outreach and open source activities to State Department policymakers. 

-Oversees preparation and dissemination of INR outreach products, primarily summaries of outreach projects.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR
Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;
OR
Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.
OR
Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.
OR
Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:

- Experience using open source information in the US Intelligence Community to conduct research on foreign policy topics

-Experience assessing and summarizing the relevance and implications of global, social, political, economic, geographic, and military issues, developments, and events affecting the formulation and execution of US foreign policy

- Experience providing advice, guidance, and consultation to senior officials with regard to research and other professional work drawing on open source and outreach capabilities in support of the formulation and direction of US foreign policy

- Experience establishing and maintaining liaison throughout the foreign affairs community
