This position is located in the U.S. Department of State, Bureau of Overseas Operations (OBO), Construction, Facilities, and Security Management (CFSM), Construction Management (CM), Construction Support Division Support (CS), Controls Branch (CON). As a Program Analyst, you will perform a variety of program analytical services and provide financial data management, and intra-division construction management support responsibilities.

As a Program Analyst, your typical work assignment will include:

  • Develops and prepares management reports as directed for all levels of OBO management; prepares workload analyses,reports, and studies that address overall program/project status, trends and problem areas for resolution; analyzes resulting data and prepares final reports and recommendations; monitors financial progress of projects using Department of State (DOS) accounting and tracking systems; and synchronizes the planning, budgeting, and reporting of projects to ensure project advancement is achieved.
  • Maintains a computer database compiling projects tracking data for all CM construction projects, providing OBO management with fully functional historical and current construction project database incorporation state-of-the-art project management cost and document control systems containing OBO project cost and schedule data and comparing baseline plans with actual progress; utilizes planned and actual cost and schedule issues and executing corrective management actions in a timely manner for each project in OBO's worldwide construction program.
  • Serves as a member of a project team that has specific responsibility for optimizing the performance of project execution through resolution of potential problems related to construction planning and scheduling; monitoring progress of project planning and design; preparing Request for Contract Actions (RFCAs) for contract modifications; and preparing Project Change Requests (PCRs) to document changes in original project scope.
  • Coordinates and work cooperatively with the contracting officer's Representatives (COR) and staff members of CM and other OBO organizations

Applicants applying for the GS-11 grade level must meet one of the following requirements:A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:

***Experience in resolving issues or problems of a procedural nature that deal with readily observable conditions, written guidelines covering methods and procedures such as DOS or industry standards, and information of factual nature.

***Experience in the practice of following pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area(s) studied.

***Experience in solving major issues, achieving program goals and objectives, work processes, and administrative operations of the office and its subordinate organizations.

***Experience with following Federal Acquisitions Regulations (FAR), constructing management and construction contracting, sufficient to prepare RFCAs and PCRs for OBO construction contracts.

OR

B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.

OR

C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service.  This experience and education together meets 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.  Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study).  The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

HOW YOU WILL BE EVALUATED:

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics and must be supported by information in your resume:

2. Ability to communicate orally.

3. Ability to communicate in writing.

4. Ability to conduct detailed analyses of complex functions and work processes.

5. Knowledge of construction project lifecycle and stages of construction contracts.

The Overseas Buildings Operations (OBO) has a program that allows for Personal Service Contract (PSC) employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of the GS-15/step 10 salary equilavent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible. Employees who are covered under another federal health insurance coverage are not eligible for reimbursement. Former Military Service and Federal employees Annual Leave Acrual rates: PSC employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 and/or SF-50 for consideration for higher annual leave rates. Annual leave is provided for vacations and other personal use. The number of hours earned will depend on your work schedule and the length of time you work for the government. Full time permanent employees earn up to 13 days of sick leave annually. Part time employees earn leave on a pro rata basis. Time may be used for medical appointments, personal illness or injury and caring for sick family members.
