Offices of Minority Health

Offices of Minority Health can be found at the Federal, Regional, and State levels. This page contains contacts for each of these offices.

HHS Office of Minority Health
Office of the Secretary
The Office of Minority Health (OMH) was created in 1986 and is one of the most significant outcomes of the 1985 Secretary's Task Force Report on Black and Minority Health. The Office is dedicated to improving the health of racial and ethnic minority populations through the development of health policies and programs that will help eliminate health disparities. OMH was reauthorized by the Patient Protection and Affordable Care Act of 2010 (P.L. 111-148).

Offices of Minority Health in HHS Agencies
The Patient Protection and Affordable Care Act (ACA), P.L. 111-148, required the establishment of Offices of Minority Health (OMH) within six agencies of HHS: the Agency for Healthcare Research and Quality (AHRQ); the Centers for Disease Control and Prevention (CDC); the Centers for Medicare & Medicaid Services (CMS); the Food and Drug Administration (FDA); the Health Resources and Services Administration (HRSA); and the Substance Abuse and Mental Health Services Administration (SAMHSA).

CDC and AHRQ previously had established such offices administratively and AHRQ had established a senior advisor position on minority health to serve as a focal point for coordinating minority health disparities work in the agency. Both HRSA and AHRQ have elected to keep their current reporting structure, under provisions of the ACA.

These offices join the existing HHS Office of Minority Health and NIH National Institute on Minority Health and Health Disparities to lead and coordinate activities that improve the health of racial and ethnic minority populations and eliminate health disparities.
