Common Filing Tasks


Obtain an FCC Registration Number (FRN)

Electronic transactions with the FCC require a unique, 10-digit FCC Registration Number (FRN) that is used as a registration for entities filing applications or making payments. Register for your FRN through the Commission Registration System (CORES) as soon as you expect to do business with the FCC.

Apply for a New License

You may apply for a new license electronically through the Universal Licensing System (ULS) License Manager, or submit FCC Form 601 or FCC Form 605 manually. To apply electronically, log in using your FCC Registration Number (FRN), and on the My Licenses screen, click on the Apply for a New License link on the left-hand side. Answer the questions on the following screens; navigate through each screen by clicking on the Continue button.

Renew an Existing License

You can renew your license 90 days prior to the expiration date of that license. You may renew electronically through the Universal Licensing System (ULS) License Manager, or submit FCC Form 601 or FCC Form 605 manually. To renew electronically, log in using your FCC Registration Number (FRN), and on the My Licenses screen, click on the Renew Licenses link on the left-hand side. Answer the questions on the following screens; navigate through each screen by clicking on the Continue button.

Update an Existing License

You may update an existing license electronically through the Universal Licensing System (ULS) License Manager, or submit FCC Form 601 or FCC Form 605 manually. To update electronically, log in using your FCC Registration Number (FRN), and on the My Licenses screen, click on the Update Licenses link on the left-hand side. Answer the questions on the following screens; navigate through each screen by clicking on the Continue button.

Obtain a Printed License

Printed licenses are mailed when there is:

  • a grant of application for new license,
  • an administrative update or modification to an existing license, or
  • a request for duplicate or an assignment of a license.

Associate a Call Sign with an FRN

If your call sign(s) do not appear in the pick list when you log into ULS, you may need to associate them with your FRN. To do this electronically, log into the Universal Licensing System (ULS) License Manager and follow these steps:

  1. Click "Associate Licenses With Your FRN" then click "Associate."
  2. Enter your call sign(s) in the spaces provided. (If you have more than 20 call sign(s), click the "Add More Call signs" button. You may also upload a series of Call signs.
  3. Once you have listed your call sign(s), click the Continue button. If any of your call sign(s) are unable to be associated with the FRN, a reason will be displayed. If you choose to remove any of these call sign(s), click the "Remove Selected" button.
  4. Click the "Confirm" button once you have verified the list of call sign(s) entered.
  5. Confirmation Page will display all call sign(s) associated with your FRN.
  6. Click the Return to License Manager button to continue with your online filing. If your call sign(s) still does not appear in your pick list, Contact FCC Support.

Re-associate a Call sign(s) with an FRN

If you have intentionally or accidentally received more than one FRN, your call sign(s) may have been associated with a different FRN than the one you used to login to ULS. Access ULS License Search from ULS Home and search by call sign. The FRN associated with that call sign will appear on the search results screen. You must use this FRN and its associated password to login to ULS. If the call sign is not associated with the desired FRN, log into License Manager and follow these steps:

  1. Click "Associate Licenses With Your FRN" then click "Re-Associate".
  2. Select Call sign(s) to be re-associated with another FRN. Click the "Continue" button. If any of your call sign(s) are unable to be re-associated with another FRN, a reason will be displayed. If you choose to remove any of these call sign(s), click the "Back" button.
  3. Enter the FRN for which you wish your licenses to be associated. Click the "Continue" button.
  4. Click the "Confirm" button when review of call sign(s) entered is completed.
  5. Confirmation Page will display all call sign(s) that have been re-associated with your FRN.
  6. Click the Return to License Manager button to continue with your online filing. If your call sign(s) still does not appear in your pick list, Contact FCC Support.

Disassociate a Call sign(s) from an FRN

If you need to remove a call sign(s) from an FRN that may have been incorrectly associated to an FRN, log into License Manager and follow these steps:

  1. Click "Associate Licenses With Your FRN" then click "Disassociate".
  2. Select Call sign(s) to be disassociated from your FRN. Click the "Continue" button. If any of your call sign(s) are unable to be disassociated from your FRN, a reason will be displayed. If you choose to remove any of these call sign(s), click the "Back" button.
  3. Click the "Confirm" button when review of call sign(s) entered is completed.
  4. Confirmation Page will display all call sign(s) that have been disassociated from your FRN.
  5. If you cannot disassociate your call sign(s), Contact FCC Support.
  • If you are attempting to file for a Renewal Only (RO) or Renewal Modification (RM) and your call sign(s) is not yet due for renewal (licenses cannot be renewed earlier than 90 days prior to expiration) or your license has expired, been cancelled, or terminated, the call sign(s) will not appear in the pick list. Access ULS License Search from ULS Home and search by call sign(s). Follow the link to the license record and verify the status and expiration date of the license. If the renewal term has not yet begun, return to ULS at a later date to file an RO or RM. If your license has expired, been cancelled, or terminated, you must file an application for a New license.

Request a Vanity Call Sign

You may request a Vanity Call Sign for an Amateur license. To do this electronically, log into the Universal Licensing System (ULS) License Manager using your FCC Registration Number (FRN), and on the My Licenses screen, select the Amateur license for which you wish to request the Vanity Call Sign. On the License-At-A-Glance screen, select the Request Vanity Call Sign link on the right-hand side, under the heading "Work on this License".

Assign Authorization of a License

You may assign authorization of a license to an Assignee. To do this electronically, log into the Universal Licensing System (ULS) License Manager using your FCC Registration Number (FRN), and on the My Licenses screen, select the license for which you wish to assign authorization. On the License-At-A-Glance screen, select the Assign Authorization link on the right-hand side, under the heading "Work on this License".

Notification of Consummation

When the Commission grants an Application for an Assignment of Authorization or Transfer of Control, The Assignee/Transferee has 180 days from the date of consent to file a Notification of Consummation.

You may do an application search on the ULS database to see if the Commission has consented to your application. This may take 30-90 days or more for the Commission to consent.

After the application has been consented to, then you may file your Notification of Consummation.

This is done on the 603 Main form and Schedule D. Your application purpose would be a Required Notification. To do this electronically, log into the Universal Licensing System (ULS) License Manager using your FCC Registration Number (FRN) and follow these steps:

  1. On the License At A Glance screen, go to the Work on this License box on the right and click on the "Notify the FCC" link.
  2. On the next screen select the purpose of this submission. Click the continue option.
  3. On the next screen you must enter the Assignment or Transfer of Control file number and the date of consummation.
  4. Fill out the Certification Statement. Click the continue option. You may wish to print your application. Click on the Print Preview option. Click Print. Close the Print Preview Screen and submit your application.

Required Notification of Construction

To file online, log into the Universal Licensing System (ULS) License Manager using your FCC Registration Number (FRN) and follow these steps:

  1. Click on the call sign you wish to notify the Commission of completion of construction.
  2. On the right-hand side of the page you will click "Notify the FCC."
  3. If you are advising the FCC that this call sign is operational you will select "S" - Construction requirements for the referenced system have been met (site-by-site services). - then click continue.
  4. Enter your sign only call in the 1st box if the entire call sign has been constructed.
  5. Answer the questions on the following screens; navigate through each screen by clicking the Continue button.
  6. On the Certification screen, "sign" the application.
  7. Click the Submit Button. You will receive a confirmation screen giving you the file number for the application submitted. If a fee payment is due ULS will calculate those fees. You can make the fee payment online or print out the 159 and submit it with payment (check, money order, credit card) to: Federal Communications Commission, Wireless Bureau Applications, P. O. Box 979097, St. Louis, MO, 63197-9000. (The FRN will be needed to access the 159 form for the electronic filing). This fee must be received within 10 calendar days of the filing.

Designated Entity Eligible Event Approval

You may apply for approval for a designated entity reportable eligibility event pursuant to section 1.2114 of the FCC's rules. All applications must be filed electronically. To do this, log into the Universal Licensing System (ULS) License Manager using your FCC Registration Number (FRN), and on the My Licenses Screen, select the File Designated Entity Reportable Event link on the left side of the screen.

Designated Entity Annual Report

Each designated entity must file an annual report no later than, and up to five business days before, the anniversary of each of the designated entity's license grant date(s) pursuant to section 1.2110(n) of the FCC's rules. All reports must be filed electronically. To do this, log into the Universal Licensing System (ULS) License Manager using your FCC Registration Number (FRN), and on the My Licenses Screen, select the File Designated Entity Annual Report link on the left side of the screen.
