On the job injuries and illnesses can occur. Civilian federal workers are covered under the Federal Employees’ Compensation Act (FECA), which provides benefits for federal workers who are injured on the job, or who have sustained a work-related illness/occupational disease. FECA is administered by the Department of Labor, Office of Workers’ Compensation Programs (OWCP).

Initial claims under FECA are filed and processed through the Department of Commerce (DOC) or the Bureau within DOC employing the injured worker. Contract Claims Services, Inc. (CCSI), a contractor for DOC, performs the claims processing function for all of DOC and its Bureaus. Once CCSI has processed the claim they will forward it to OWCP for adjudication.

Within DOC, all FECA related issues and management of the DOC contract with CCSI are managed by the Workers’ Compensation Office.
