Audit Initiated of PHMSA's Oversight of Hazardous Liquid Pipeline Operator Integrity Management Programs

Summary

The Office of Inspector General plans to review the effectiveness of the Pipeline and Hazardous Materials Administration's (PHMSA's) oversight and enforcement of hazardous liquid pipeline operators’ adherence to integrity management program (IMP) requirements.   Federal regulations require pipeline operators to maintain IMPs for pipelines that could impact high-population areas in the event of a pipeline rupture.  We are initiating this audit based in part on congressional concerns over PHMSA's oversight following a recent pipeline accident in Michigan as well as 340 hazardous liquid pipeline incidents reported by operators last year.
