HRSA Global HIV/AIDS Program

Caring, Strengthening, Sustaining

The U.S. funds lifesaving care and helps build and strengthen health systems in countries hit hardest by HIV/AIDS through PEPFAR, the President’s Emergency Plan for AIDS Relief.  Launched in 2003, PEPFAR represents the generosity and commitment of the American people.

Multiple Federal agencies oversee parts of PEPFAR.  One such agency is the Health Resources and Services Administration (HRSA) and its Global HIV/AIDS Program.  HRSA’s role in PEPFAR is defined by its unique expertise as the lead domestic agency that has a decades of experience developing and supporting health care programs in under-resourced areas in the U.S.  Efforts are carried out under the PEPFAR mission to deliver HIV/AIDS care and treatment and help build sustainable health systems so that host countries can confront their epidemics in the future. This mission is captured in three words: 

  • Caring.  
  • Strengthening.  
  • Sustaining.  

HRSA and PEPFAR

Preventing new infections and providing care is a daunting and complex endeavor. PEPFAR is working toward this goal under a strategic plan being coordinated by multiple Federal partners, international agencies, and host countries.  The HRSA Global HIV/AIDS Program staff works with host countries and other Federal agencies to implement PEPFAR projects.   HRSA activities are funded and implemented under cooperative agreements with non-governmental agencies based in the U.S. as well as with local organizations in host countries. HRSA also works with host countries to ensure that HRSA activities are part of their Country Operational Plans (COPs)—the formal planning and funding tools used to guide implementation of PEPFAR activities.

These pages highlight HRSA activities and accomplishments under PEPFAR—a potent symbol of American goodwill and compassion that has created hope by saving lives and changing nations.  PEPFAR is the conduit for taking the best ideas from U.S. programs that address HIV/AIDS in resource-limited settings and applying them to countries suffering the most from the world pandemic.
