The National Cancer Institute (NCI), a major research component of the National
Institutes of Health (NIH) and Department of Health and Human Services (DHHS), is
conducting a national search for a Program Director of Quality of Care Research in the
Outcomes Research Branch (ORB) within the Applied Research Program (ARP). The mission of
the ORB is to coordinate, conduct, and sponsor research to measure, evaluate, and improve
the outcomes of cancer care.
Research supported within the ORB addresses enhancing the state of the science in
cancer outcomes measurement, focusing on patient-reported outcomes such as health-related
quality of life, symptoms from disease or treatment, patient perceptions of and
satisfaction with care, and economic burden, and the application of modern psychometric
methods to improve measures. Quality of cancer care research is another major focus of
the branch, including research to define, assess, monitor, and improve the quality of
cancer care; understand the determinants of the diffusion of outcomes-enhancing
interventions into clinical practice; investigate approaches to re-designing cancer care
to improve the effectiveness and cost-effectiveness of service delivery and evaluate

The incumbent is responsible for a range of activities in support of research
initiatives sponsored by the NCI Community Cancers Center Program (NCCCP) and the NCI
Quality of Cancer Care Committee (QCCC). Primary duties involve working with the NCCCP to
improve its capacity to support quality of care research and quality improvement studies,
including coordinating with external researchers interested in collaborating with NCCCP
sites on research projects. The incumbent also will oversee specific NCCCP network-wide
studies of clinical effectiveness and patient experience with care. Duties related to the
QCCC involve working with federal partners to develop collaborative research projects,
manage QCCC research budgets, and disseminate QCCC research findings to outside scientific
organizations. Other duties include propose/direct research studies or funding
opportunities sponsored by the NCI using these and/or other quality of care or outcomes
data bases. The successful applicant will be an experienced clinical specialist (e.g.,
physician, Ph.D.-trained nurse or social worker), behavioral or social scientist, or
health services researcher, with interests in developing the Quality of Care research
agenda. This challenging and highly visible role requires broad scientific expertise, a

The salary range for this position will be at the GS-13-14 level ($86,927 - $133,543
