Roles and Functions

Provide administrative, programmatic, and policy oversight over naval offender management programs (detention, restriction, correctional custody, confinement, deserter management, and appellate leave processing) as directed by the Commander, Navy Personnel Command (COMNAVPERSCOM) and the Deputy Chief of Naval Operations (Total Force) (DCNO (N1)) / Chief of Naval Personnel (CHNAVPERS).

Provide program management and oversight for the Naval Consolidated Brigs (NAVCONBRIG) Miramar, CA and Charleston, SC and their respective detachments (Pearl Harbor, HI / Puget Sound, WA and Jacksonville, FL / Pensacola, FL); Naval Brig Norfolk, Norfolk, VA; Navy Absentee Collection and Information Center (NACIC), Great Lakes, IL; Navy and Marine Corps Appellate Leave Activity (NAMALA), Washington, DC; and the NAVPERSCOM (NPC) Liaison Detachment, United States Disciplinary Barracks (USDB), Fort Leavenworth, KS.

Recommend Navy-wide offender management policies and programs for COMNAVPERSCOM / CHNAVPERS / CNO / Secretary of the Navy (SECNAV) approval.

Provide guidance and oversight to major activities responsible for administration and execution of Transient Personnel Units (TPUs).

Manage NPC confinement-related notification program and archive for victims / witnesses, DNA collection program for military offenders convicted of qualifying military offenses, and national registry programs for offenders convicted of sex crimes and crimes against minors.

Missions

Corrections and Programs - Provide policy, analysis, advocacy, and oversight of discipline-based capabilities that support Fleet readiness, maintenance of good order and discipline, and public safety.

Corrections Mission - Contribute to public safety and the war with al Qaeda by operating safe, secure, cost-effective confinement facilities that segregate offenders from society, protect constitutional rights, and enhance the success of offenders’ reentry into society.

Post-trial Correctional Facility Missions - Ensure administration, security, good order, discipline, and safety of prisoners and detained personnel from all military Services; retrain and restore maximum number of personnel to honorable service; and prepare remaining prisoners for return to civilian life as productive citizens.

NACIC Mission - Administer centralized deserter information services. Provide tracking, monitoring and collection services of all non-discharged Navy personnel who are administratively declared deserters, and discharged members still subject to the jurisdiction of the Uniform Code of Military Justice (UCMJ) to include parole / supervised release violators and escaped prisoners.

NAMALA Mission - Administer centralized processing / tracking for all Navy and Marine Corps members assigned appellate leave while awaiting results of appellate review, members assigned to parole / supervised release by the Naval Clemency and Parole Board (NC&PB), and perform such other functions and tasks as may be directed by higher authority.

TPU Mission - Contribute to Fleet readiness and the war with al Qaeda by facilitating the most expeditious and professional transfer process possible for future excellence in the Navy and civilian society.
