ITEMPO Update for Compliance

The ITEMPO system has been updated.  ITEMPO allows certifying UICs that do not have any travel for a month, and an easy way to see UIC status (compliant or not compliant).  We have included the descriptions below that direct you to and through this update.  The functionality is not intuitive, but is easy to learn.  Our help desk is trained and ready to help (901-874-4717, Option 1).  You must have the ability to Build/Release transactions to work this part of the system.  You will be able to see any UIC within your BSO, or a chosen Sub Major Claimancy (SMC).  Our next report card will be based on this information.

We only worked on it a few days.  Add in time for requirements, testing, re-work, new requirement, then testing again, and deployment time, well, let's just say great job for a weeks worth of work.  Let us know what you think and send suggestions for additional or updated functionality to Mark Gill at mark.gill@navy.mil.  Our next project will likely provide additional reporting functionality.

Current Policy

In accordance with Legislation and DoD Policy, deployment of all service members (Active and Reserve) are required to be tracked on an individual basis.  The Individual Personnel Tempo (ITEMPO) program was developed for this purpose.

The ITEMPO program tracks and reports deployment days on individuals who are away from their homeport or assigned unit.  All commands and activities are required to continue reporting ITEMPO events and manage the ITEMPO program for all assigned Sailors per NAVADMINs 255/00, 068/01 and 031/02.  No command or activity is exempt from this requirement.

Significance of Tracking ITEMPO

ITEMPO data can be used to assist in the assignment process for both Permanent Change of Station (PCS) and Individual Augmented (IA) orders, answer queries (by Congress, Department of Defense and other agencies such as the Veterans Administration),

Document deployment of IAs and Corpsmen attached to Fleet Marine Force units (ensuring they receive proper credit for their important contributions in the GWOT)

Document deployment history of those Sailors transitioning to the Navy Reserve; this supports our initiative to defer involuntary mobilization for active members who affiliate with the Navy Reserve.

The ITEMPO program is not only a Legislative requirement, but is the right thing to do for our Sailors.  It is impossible for OPNAV or BUPERS ITEMPO managers to know the ITEMPO deployment schedule of every unit or individual in the Navy; the responsibility and requirement to report ITEMPO for Sailors must appropriately rest with the Commanding Officer.  It is vital that every CO be personally involved to ensure that ITEMPO information is submitted in an accurate and timely manner.
