Response to question on designation of individuals associated with al-Qaida

QUESTION TAKEN AT THE JULY 22, 2010 DAILY PRESS BRIEFING

Pakistan:  Haqqani Network Designation

Question:  Will the Treasury Department’s recent designation of key leaders and financiers of the Haqqani Network have an impact on the Government of Pakistan?  Will the Pakistani Government need to take any specific actions as a result of the designations?

Answer:  The Treasury Department’s Executive Order 13224 blocks any property the designees have under U.S. jurisdiction and prohibits U.S. persons from engaging in transactions with them. Not only have these individuals been designated under domestic legal authorities, they were also listed at the United Nations 1267 Consolidated List on July 19, 2010 for being associated with al-Qa’ida, Usama bin Laden, or the Taliban.  All United Nation members must implement a travel ban restriction, asset freeze, and arms embargo against these individuals.  Pakistan, as a UN member, must implement this international action.
