Under the CRA, an institution may apply to its primary federal regulator to be designated a limited purpose or wholesale institution. Such institutions are evaluated for performance under standards in 12 CFR 563e, 12(n) and (x), and 563e.25.

The regulation offers these definitions:

  • A limited purpose institution offers only a narrow product line (such as credit cards or motor vehicle loans) to a regional or broader market. A designation as a limited purpose institution must be in effect.
  • A wholesale institution is not in the business of extending home mortgage, small business, small farm, or consumer loans to retail customers. A designation as a wholesale institution must be in effect.
