On February 17, 2009, President Obama signed the American Recovery and Reinvestment Act of 2009 (Recovery Act). The purposes of this supplemental appropriation to the FY2009 budget include:

  1. to preserve and create jobs and promote economic recovery;
  2. to provide infrastructure investments that will result in long-term economic benefits;
  3. to provide investments needed to increase economic efficiency by spurring technological advances in science and health.

As part of the Recovery Act, NIH received $10 billion to be used in Fiscal Years 2009 and 2010. Included in the appropriated money were funds for construction, renovation, or repair of existing non-Federal research facilities as well as funds for shared instrumentation and other capital research equipment (both through the National Center for Research Resources). Funds have also been appropriated for additional scientific research. These funds will be distributed either by the NIH Office of the Director (through the Challenge Grant RFA) or by the individual Institutes and Centers.
