Overview

OPM, through its Records Management and Data Policy Group, provides OPM management and Federal Government-wide agencies governance processes related to the management of OPM’s internal and government-wide records program and related forms in compliance with federal records and personnel data management standards. The Group leads the agency’s Record Keeping program and the development and implementation of personnel data policy and standards for the federal government. In addition, the group provides federal workforce data to various customers (Government-wide agencies, OMB, media, and general public). Governance includes policy for Data Standards, Guide to Human Resource Reporting, Guide to Processing Personnel Actions, and Personnel Record keeping.

Data Reporting Guidance

The Enterprise Human Resources Integration (EHRI) warehouse is a reporting system that stores HR, Payroll, and Training workforce information sent from Executive Branch agencies. Agency officials who are responsible for preparing, submitting, and correcting HR, payroll, and training data will find instructions on this page.

This page also contains information on government-wide system edits, Personnel Office Identifier (POI), and duty station reporting requirements.

Updates to the edit guides are sent to the CPDF mailing list. To join or leave the mailing list, go to the CPDF archive and select “Join or leave the list…” (near the top of the page).

Guide to Human Resources Reporting (GHRR)

Federal agencies should rely on this guide to prepare human resources (HR), payroll and training data files. Agencies are responsible for regularly submitting their data files to the Office of Personnel Management (OPM), and OPM will then load the data into its Enterprise Human Resources Integration (EHRI) data repository.  Note that notices of updates to the EHRI guide are sent to the Central Personnel Data File (CPDF) mailing list.  To join or leave the mailing list, go to the CPDF archive and select "Join or leave the list."

Version 4.1 of the GHRR is dated March 1st, 2012. A summary of revisions appears at the beginning of each Chapter.

Data Standards

Guide to Data Standards

Definitions of the data elements in EHRI and on personnel actions. A summary of changes is at the end of the Updates. All PDF version of the Guide to Data Standards will be replace by a web-based search engine.

The Office of Personnel Management (OPM) is implementing a web based Metadata Repository that will store HR, Payroll, and Training data standards. The MDR will be accessed by a User page, which is the "new system interfaces that utilize industry best-practice architectures” and that allows the old data standard guides to be accessible thru search engines instead of PDF’s.

Benefits of the MDR include:

  • Standardized repository for data standards, reducing the time for researching a particular data element (HR, Payroll, or Training)
  • Enhanced search features for accessing a data elements
  • Access to real-time updates for new or existing data elements
  • User friendly interface for accessing Duty Station locations worldwide
