Officers Voluntary Transfer Incentive Program VTIP

The Voluntary Transfer Incentive Program (VTIP) is designed to allow officers to transfer to a branch or functional area. Multiple panels are held each year for CPTs and MAJs who are interested in and apply for transfer to a new branch or functional area. Whether a branch or functional area is open for transfer depends on its strength and overall personnel requirements.  For more information on the program contact the VTIP manager via email at usarmy.knox.hrc.mbx.opmd-retention@mail.mil.

MILPER Message 12-114 announces that HQDA G-1 has suspended the FY12 Functional Designation Board for Year Group 2005 (read message here). Functional designation will be performed through VTIP.  We do not anticipate running an FD board in FY13 or FY14 at this time.

We are now accepting applications IAW MILPER Message 13-046.

3QTR FY13 IN/OUT Chart.  Your current Branch/Functional Area and Year Group must be an "OUT" to apply.

You can find an example DA4187 for VTIP participation here.  Please ensure you sign block 9.

Please note:  We process about 50 VTIP packets per day.  If you submit at the end of the application window, you may not receive acknowledgment of your packet for up to an additional week.  Submit early as you are able.

VTIP Packet Checklist

**Incomplete packets will be returned without action.**

All packets must have:

VTIP 4187 (Only the applicant needs to sign and in block 9 only)

Memorandum for Record (Why the Army should move you to a new BR/FA.  This is your opportunity to sell yourself to the panel and your new BR/FA.  This document must be signed)

Depending on the FA applying for you may also need to send:

•      GRE scores
•      Transcripts
•      FAO questionnaire
•      Certifications that are applicable to the BR/FA you are applying for.

Junior Captians with one or two OERs submit copies of your Lieutenant OERs so the panel can make a determiniation on your performance.  The VTIP Panel cannot see items in the "Restricted File"

IF POSSIBLE, send all documents in .TIF file format.  Verify the quality of your files before you send them to HRC.  Each page must be an individual .tif file.

Do NOT Send – Army Awards (ARCOMs, MSMs,) or Letters of Recommendation.  (See MILPER message)
