All HUD contracts exceeding the simplified acquisition threshold awarded using other than full and open competition must be justified and approved in accordance with Subpart 6.3 of the Federal Acquisition Regulation (FAR).   In accordance with section 6.305 of the FAR, HUD posts all of those justifications and approvals to the Federal Business Opportunities (FedBizOpps) web site.  Please see that site for the justifications.
