Reopens and RSIs

Investigative Interface processes agency requests to reopen investigations and conduct Reimbursable Suitability/Security Investigations (RSIs). Agencies may submit their requests via fax 724-738-0178, OPMIS Secure Portal, or mail:

If you have a question about a reopen or RSI, please call the Telephone Liaisons at 724-794-5228.

Reopen or RSI requests must be either:

• Submitted on the FIPC 553 OR;

• Typed on agency letterhead that contains the following:

  • Security Office Identifier (SOI)
  • Submitting Office Number (SON)
  • Interagency Payment and Collection Code (IPAC)
  • Subject's current location (including street address) and phone number
  • Clear description of the work being requested in the reopen or RSI
  • Name, phone number, and email address of the individual submitting the request

Expedites/Deployments

To expedite a pending investigation, contact the Urgent Background Investigation (BI) Line at 724-794-5612, x554 or FISurgentbi@opm.gov. (Please not that a change to priority service may result in additional fees.)

To expedite a subject interview because the individual is deploying or returning from deployment for a limited time, email the request to FIScatcheminconus@opm.gov. Please include the following information:

• Subject's availability dates
• Subject's location (including street address) and phone number during the availability dates
• Subject's email address (if available)
• Name and phone number of POC to assist in contacting the subject if necessary
