This position is in the Senior Executive Service (SES), a group of senior government leaders who possess a diverse portfolio of experience and the strong skills required to lead across organizations.  As an SES member you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.  

This position is located in the Office of the Chief Financial Officer (OCFO), reporting to the Office of the Chief Operating Officer (COO).  The incumbent serves as the Chief Financial Officer (CFO) for the Centers for Disease Control and Prevention (CDC) and the Agency for Toxic Substances and Disease Registry (ATSDR) and oversees all responsibilities related to the Chief Financial Officer's Act, with specific emphasis on CDC/ATSDR's financial management operations and systems including policy and internal controls. 

The CDC, an operating division of the Department of Health and Human Services (DHHS), is the nation’s premiere health promotion, prevention, and preparedness agency and a global leader in public health.  It remains at the forefront of public health efforts to prevent and control infectious and chronic diseases, injuries, workplace hazards, disabilities, and environmental health threats.  CDC is globally recognized for conducting research and investigations and for its action-oriented approach.

The Chief Financial Officer will oversee all of CDC/ATSDR’s financial, budget and accounting activities and will be responsible for managing requirements related to the CFO Act with specific emphasis on CDC/ATSDR’s finance and accounting and budgetary policies, procedures, internal controls, and system requirements. The CFO will oversee all accounting, budget and related fiscal services, overseeing the agency’s financial management functions, which include internal auditing, requisition, apportionment, and allotment of the agency’s financial resources. He/she will oversee the development of policies and procedures related to contracts, grants and funds derived from a number of appropriations and large, complex reimbursable funding programs, gift funds and funds from a variety of miscellaneous sources. Through subordinate leadership, the CFO will provide oversight of the agency’s budget activities and for providing authoritative advice and recommendations on all matters concerning budget policy, planning, formulation and execution. 

The CFO will oversee the preparation and submission of the annual CFO Report as required by the Chief Financial Officer’s Act of 1990 http://www.hhs.gov/afr/ as well as other reports to external audiences such as DHHS, Treasury, General Accounting Office, Office of the Inspector General, and the Office of Management and Budget. The CFO will ensure that any problems identified as a result of the audits are properly addressed by managing and overseeing the development of corrective action plans. 

The CFO will report to the Chief Operating Officer and will represent the COO and CDC on all agency financial matters by maintaining cooperative relationships with senior level CDC staff, DHHS leaders and Congressional officials as well as with subject-matter experts. The CFO will provide requested information regarding the agency’s ongoing and/or proposed financial and budgetary activities, discuss concerns and answer questions, and resolve any resulting issues. 

Through subordinate leadership, the selectee will provide executive leadership and direction to a diverse staff of more than 400 full-time employees and contractors, and manage the agency’s budget of more than $11 billion dollars.

Specialized Experience Requirement

Applicants must have extensive, proven experience (at least one year of specialized experience) which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the the duties of the position to include senior managerial executive experience to manage an organization's accounting and financial reporting functions, including internal controls which complies with applicable accounting principles, procedures, and requirements; policy formulation as it relates to financial management functions; and management of financial management system requirements.

To be qualified for this position, you must provide evidence of experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations.  This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials.  Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Senior Executive Service Requirements

Current or former career SES employees are not required to address the Executive Core Qualifications (ECQs), but must address the Technical Qualifications (TQs).  Unless you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the ECQs and TQs in order to receive consideration for the position.

Public Health Service Commissioned Corps Officers interested in applying for this position to serve in the SES must resign their commission if selected.  If you are applying under this option, you must address both the TQs and ECQs in this announcement.  Public Health Service Commissioned Corps Officers interested in performing the duties of the position within the Commissioned Corps must address the TQs but are not required to address the ECQs.

When responding to the TQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the TQs and ECQs.

Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.  In addition, your responses should highlight your experience, training, and achievements in conjunction with the resume that you provide.  You should limit your narrative to two pages for each ECQ and TQ.

In order to satisfy all of the specified requirements, you must submit narrative responses addressing the TQs and the five ECQs outlined below.

 

Technical Qualifications

In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position:

1. Knowledge of Office of Management and Budget (OMB) and General Accountability Office (GAO) statutes, regulations, policies, procedures, and instructions; the Chief Financial Officer's Act; the Government Performance and Results Act, and other legislation, regulations, and applicable laws.

2. Extensive knowledge and senior experience with financial and accounting reporting concepts and principles; internal auditing functions; and related fiscal services.

3. Knowledge of the policy formulation process as it relates to Federal financial, budgetary and acquisition programs and activities with the ability to develop and coordinate corresponding initiatives with the appropriate authorities.

4. Extensive knowledge and senior experience with the design or operation of large financial or management information systems, including familiarity with automated financial management environments.

5.  Ability to build and maintain effective working relationships and partnerships with individuals and organizations on financial management activities and requirements.

 

Executive Core Qualifications

Fundamental Competencies:  The following competencies are the foundation for success in each of the ECQs.  Interpersonal Skills; Oral Communication; Integrity/Honesty; Written Communication; Continual Learning; and Public Service Motivation.  These Fundamental Competencies are cross-cutting and should be addressed over the course of your ECQ narratives.

1.  Leading Change:  This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.  Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2.  Leading People:  This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals.  Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies:  conflict management, leveraging diversity, developing others, team building)

3.  Results Driven:  This core qualification involves the ability to meet organizational goals and customer expectations.  Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.  (Competencies:  accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

4.  Business Acumen:  This core qualification involves the ability to manage human, financial, and information resources strategically.  (Competencies:  financial management, human capital management, technology management)

5.  Building Coalitions:  This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.  (Competencies:  partnering, political savvy, influencing/negotiating)

Desirable Qualification:

1. A current certificate of a Certified Public Accountant or Certified Government Financial Manager.  Please submit the appropriate documentation as part of your application packet.

Holding ourselves to a higher standard; the Centers for Disease Control and Prevention inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles.  This position is subject to the public financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521).  Therefore, if selected, you will be required to complete a Public Financial Disclosure Report (OGE-Form 278) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.  This information will be required annually.
