The OGE Form 278 consists of a cover page and seven substantive areas, divided into Schedules and Parts. You must complete each Schedule and Part other than Schedule B.  Schedule B is not applicable for Nominee and New Entrant filers.

Disclose Interests of Your Spouse and Dependent Children

You need to report the financial interests of your spouse and dependent children in Schedule A and Schedule C, Part I, but the reporting thresholds and requirements differ depending on the type of interest. In this guide, we explain the requirements for you, your spouse, and dependent children for each type of reportable interest.

As a limited exception to this rule, you do not need to report the interests of a spouse living separate and apart with the intention of terminating the marriage or providing for a permanent separation.

Use of Brokerage Statements and Attachments

Presidential nominees (“Nominee” filers) may not attach brokerage statements in lieu of entering required financial disclosure information into Schedule A. In certain circumstances, OGE may permit a Nominee filer to provide clarifying notes in an attachment to the OGE Form 278; however, such material is used to supplement, not to substitute for, required information.

If you are a New Entrant filer, rather than a Nominee, you should consult with your agency’s ethics official regarding your agency’s policy regarding the use of, in very limited circumstances, brokerage statements that contain all required information and that present the information in a clear, understandable format. (Be sure to redact personal information, including account numbers.)
