Many consumers find unsolicited e-mail and text messages – also known as spam – annoying and costly. In 2003, Congress enacted the CAN-SPAM Act to curb spam. The FCC prohibits sending unwanted commercial e-mail messages to wireless devices without prior permission. In addition, the Federal Trade Commission restricts sending unwanted commercial e-mail messages to computers.
