The Harmonized Tariff Schedule Of The United States

The Harmonized Tariff Schedule of the United States (HTS) is the list of tariffs charged for all products imported into the United States. It classifies all goods according to the international Harmonized Commodity Coding and Classification System (Harmonized System) which has been established by the World Customs Organization. Virtually all countries base their tariff schedules on the Harmonized System, making it easier to conduct international trade. The Harmonized System generally classifies goods based on their level of processing, with raw materials appearing early in the early chapters and highly processed goods in the later chapters. Agricultural products are generally provided for in chapters 1-24, with a few products such as wood, wool and cotton appearing in later chapters.

The tariff rates provided for in the HTS are those proclaimed by the President based on the authority provided for by Congress at various times. The most recent change in tariff rates, proclaimed in December 1993, occurred as a result of the Uruguay Round Agreements. The HTS is maintained by the U.S. International Trade Commission. The classification of imported goods and the collection of the import tariffs provided for in the HTS are the responsibility of the U.S. Customs Service. Import and export statistics are collected by the Census Bureau at the U.S. Department of Commerce and are made available on CD-ROM by the Census Bureau's Office of Business Analysis at (202) 482-1986.
