More than 260,000 Recovery awards – contracts, grants, loans – have been issued since the stimulus program was enacted in February 2009. Some individual awards involved more than $1 billion, but the median amount for all awards is approximately $300,000. The award to Sparta Housing Authority in Tennessee was among the median awards, and here is a timeline for the project that was funded.

A $299,206 grant for constructing needed off-street parking for public housing sites in Sparta, TN announced by Department of Housing and Urban Development. SHA hires local architectural-engineering firm Barge Cauthen to manage the project.

BC reviews HUD information and instructions regarding various provisions and requirements for Recovery award recipients.
Invitations to bid are published. Nine contractors submit bids. Mid-State Construction Company, Inc., of Cookeville, about 90 miles north of Sparta, wins.

Dirt access road September 2009
Mid-State Construction breaks ground, preparing access road to planned parking area behind housing units.
Paved access road
Mid-State completes construction by end of October and cordons off parking areas to allow for curing.
New parking areas November 2009
Mid-State secures necessary certificates of inspection from city authorities and releases from vendors/sub-contractors. Copies are provided to BC, which verifies completion of work; parking areas are available to residents.
December 2009 January 2010
BC reviews all documentation provided by Mid-State.
BC approves release of final payment to Mid-State and then submits close-out documentation to HUD indicating completion of project.
