PREL provided program improvement assistance to American Samoa, the Commonwealth of the Northern Mariana Islands, and Guam. Prior to 2006, PREL also provided assistance to Palau.

Projects provide direct education services including teacher and counselor training and retraining and curriculum development. Also, PREL provides assistance to improve vocational education and training programs in secondary schools and institutions of higher education (IHEs).
