Additions and Enhancements  
  
Update to 1/1/2006 - The research and data for the following APIS Policy Topics have been updated to include legislative and regulatory changes in effect on or before 1/1/2006:

  • Underage Possession of Alcohol
  • Underage Consumption of Alcohol
  • Underage Purchase of Alcohol
  • Furnishing Alcohol to Minors
  • Minimum Ages for On-Premises Servers and Bartenders

Extension of coverage for two policy topics back to January 1, 1998 - The baseline date for the False Identification and Use/Lose coverage period was extended back to January 1, 1998. 

New False Identification variable - The comparison tables for False Identification were revised to include a new variable, Detention of Minor, in the section of the table for Retailer Support Provisions.

Corrections and Clarifications

In Loss of Driving Privileges for Alcohol Violations by Minors ("Use/Lose Laws"), APIS no longer codes for consumption violations on the basis of provisions that are limited to underage consumption on licensed premises.  As a result, check marks for Consumption (under Type of Violation Leading to License Suspension, Revocation, or Denial) were removed from the comparison tables for California, Nevada, New Jersey, and Rhode Island.

Furnishing of Alcohol to Minors North Carolina Added check mark for Other (Religious, Educational, Medical) Exception for the period beginning 8/17/2004.
Furnishing of Alcohol to Minors South Carolina Moved "plus" sign from In Parent / Guardian's Home Only column to In Private Residence column, in the section of the table dealing with Location Exceptions for the entire coverage period.
False Identification for Obtaining Alcohol Colorado Added check mark for Lend / Transfer / Sell in the section of the table for Provisions That Target Suppliers for the entire coverage period.
False Identification for Obtaining Alcohol North Carolina Added check mark for Scanner in the section of the table for Retailer Support Provisions for the period beginning 11/14/2001.
Loss of Driving Privileges for Alcohol Violations by Minors ("Use/Lose Laws") New Hampshire Removed the check mark for Consumption in the section of the table for Type of Violation Leading to License Suspension, Revocation, or Denial for the period beginning 4/12/2004. (New Hampshire law authorizes license revocation or denial for a minor being "intoxicated by consumption of an alcoholic beverage," but not for underage consumption per se.)
Loss of Driving Privileges for Alcohol Violations by Minors ("Use/Lose Laws") Tennessee Added row to indicate sanctions applicable to those at least 13 but less than 18 years of age, for purchase, possession, and consumption of alcoholic beverages.
