Additions and Enhancements

Three new policy topics were added to the APIS Policy Topics section:

Alcohol and Pregnancy: Limitations on Criminal Prosecution

Alcohol and Pregnancy: Civil Commitment

Alcohol and Pregnancy: Priority Treatment

The data for all Blood Alcohol Concentration Limits policy topics (Adult, Youth, Recreational Watercraft) were comprehensively reviewed and the date range was extended to encompass January 1, 1998 through January 1, 2003 instead of the previous endpoint of January 1, 2002.

In the Enacted Bills and Adopted Regulations section, enacted bills have been added through the end of the 2003 regular legislative session for the following jurisdictions: Alaska, Alabama, Arkansas, Arizona, Colorado, Connecticut, Delaware, Florida, Georgia, Hawaii, Iowa, Idaho, Illinois, Indiana, Kansas, Kentucky, Mississippi, Montana, North Carolina, North Dakota, Nebraska, South Dakota, and Utah.

Corrections and Clarifications

To increase uniformity of data for all policy topics, data for the Blood Alcohol Concentration Limits policy topics (Adult, Youth, Recreational Watercraft) were modified by either adding or removing citations and expanding or reducing relevant text excerpts as appropriate.

Additional changes to data presented in tables in the APIS Policy Topics section of the Web site are listed below.

Alcohol Beverages Taxes: Distilled Spirits Tennessee Added definition of "case" from Tenn. Comp. R. & Regs. 1320-4-6-.04.
Alcohol Beverages Taxes: Distilled Spirits Vermont For "On Premises" tax, changed the tax rate from 10% to 20% to reflect a 10% tax in Vt. Stat. Ann. tit. 32, § 9242. Added supporting citation Vt. Stat. Ann. tit. 7, § 2.
Alcohol Beverages Taxes: Beer Maryland Changed container size from ">31 oz.-40" to ">40 oz."
Alcohol Beverages Taxes: Beer Minnesota Added rows for taxes imposed on "the use or storage by consumers" of  fermented malt beverages.
Blood Alcohol Concentration Limits: Adult South Carolina Changed evidentiary standard from per se to not per se prior to 1/1/2001. (This change also affects the historical chart for this policy topic.)
Blood Alcohol Concentration Limits: Recreational Watercraft South Carolina Changed coding to "No Law" instead of 0.10 BAC limit prior to 7/2/1999. (This change also affects the historical chart for this policy topic.)
