Additions and Enhancements

Update to 1/1/2009 - The APIS information appearing on this Web site has been updated to include legislative and regulatory changes that took effect on or before 1/1/2009. Vehicular Insurance: Losses due to Intoxication and the five Alcohol Beverage Taxes policy topics are located in the Discontinued Topics section and are not included in the update.

Underage Possession/Consumption/Internal Possession of Alcohol – A new policy variable, “Internal Possession,” was developed and combined with the existing Underage Possession and Consumption policies to create a three-part policy topic entitled Underage Possession/Consumption/Internal Possession of Alcohol.

Underage Purchase of  Alcohol – The variables for Underage Purchase of Alcohol were revised to make clear that a law allowing youth to purchase alcoholic beverages for law enforcement purposes may exist whether or not there is a prohibition against underage purchase in a given jurisdiction.

Underage Drinking Exception - The comparison tables for Underage Possession, Consumption, Purchase, and Furnishing, and for Hosting Underage Drinking Parties, were simplified by removal of the "Other (religious, educational, medical)" column from the section of the table dealing with Exceptions. As a result of this change:

• Colorado, Connecticut, Florida, Missouri, Nebraska, North Carolina, and South Carolina no longer appear in the Policy Changes Over Time or Timeline tables for Possession;
• Colorado and Utah no longer appear in the Policy Changes Over Time or Timeline tables for Consumption;
• Missouri and South Carolina have fewer entries appearing in the Policy Changes Over Time and Timeline tables for Purchase;
• Connecticut, Florida, Idaho, North Carolina, South Carolina, and Utah no longer appear in the Policy Changes Over Time or Timeline tables for Furnishing; and
• South Carolina no longer appears in the Policy Changes Over Time or Timeline tables for Hosting Underage Drinking Parties.

Corrections and Clarifications

Alcohol Control Systems - The data and coding for Michigan in Retail Distribution Systems for Wine, Retail Distribution Systems for Spirits, and Wholesale Distribution Systems for Spirits were revised in order to remove reliance on legal provisions that were determined to be obsolete (see below for details).

Other small clarifications were added for Washington and Ohio.
