Executive Secretariat and Ombudsman

The Office of the Executive Secretariat and Ombudsman (ESO) is responsible for the administrative management and program support of the following OPM organizations: Office of the Director, Diversity & Inclusion, Congressional & Legislative Affairs, Communications & Public Liaison, Equal Employment Opportunity, Executive Secretariat & Ombudsman and the Federal Prevailing Rate Advisory Committee.  ESO coordinates and reviews Agency policy and program proposals, regulations, and executive correspondence management, and serves as the agency regulatory interface with the Office of Management and Budget and the Federal Register.  ESO is also responsible for the Agency Ombudsman function to provide a neutral, independent and confidential resource for customers and employees of OPM to raise issues of concern or complaints that their requests are not being addressed in a timely manner.   Finally, ESO coordinates the OPM international affairs activities and contacts.

Similar to other Ombudsman programs that provide resources enabling customers to voice concerns and resolve difficulties, OPM's Ombudsman program is a vehicle for communicating your questions about issues that fall under OPM's purview and responsibility. OPM's Ombudsman is designed to be a neutral independent source of complaint resolution. By involving our customers—YOU—we work to resolve issues that can eventually result in changes to OPM's policies and programs.
