SBA recently published the Final Rule for the SBIR Size Rules on December 27, 2012 in the Federal Register, just ahead of the deadline mandated by Congress.  The size rule update was a key component of the recent SBIR Reauthorization Legislation, and it will take effect on January 28, 2013.  Last spring SBA issued a proposed rule, and solicited public comment and feedback on the rule.  We received robust feedback, and incorporated that into the final rule.   Remember when Congress voted to reauthorize the Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) programs and the President signed the bill into law back in December, 2011? The U.S. Small Business Administration (SBA) proposes to amend its regulations governing size and eligibility for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs. This proposed rule would implement provisions of the Defense Reauthorization Act. The proposed rule addresses ownership, control and affiliation for participants in the SBIR and STTR Programs. The U.S. Small Business Administration is accepting grant funding requests from the governors of U.S. states and territories to support programs for innovative, technology-driven small businesses under SBA’s Federal and State Technology (FAST) partnership program through July 9, 2012. FAST provides $2 million in funding (up to $100,000 per applicant) for outreach and technical assistance to science and technology-driven small businesses.    An awardee of the SBIR Program at the Institute of Education Sciences (IES) within the U.S. Department of Education (ED) was recognized at the recent Software & Information Industry Association’s (SIIA) Ed-Tech Business Forum Innovator Incubator competition.
