JOB SUMMARY:

The Minority Business Development Agency (MBDA) is addressing the challenges and opportunities faced by these firms by developing programs that provide the keys to entrepreneurial success. You will join an entrepreneurially focused and innovative organization committed to building a new generation of minority-owned corporations for the purpose of job creation and economic prosperity.

This is a Term Appointment NTE 13 months, however this appointment may be extended, for no more than 4 years total.

 

The Minority Business Development Agency (MBDA) at the U.S. Department of Commerce is a job creating, globally-focused, transaction-oriented agency that fosters the growth and global competitiveness of businesses owned and operated by members our nation’s minority, diaspora communities. MBDA accomplishes its mission by providing economic input that stimulates the creation of new jobs. Specifically, MBDA offers access to contracts, capital, and new international and domestic markets. In addition, the agency manages a national network of MBDA Business Centers staffed with business experts who provide targeted clients with sophisticated strategic business consulting services designed to assist the business owner in growing their businesses to size and scale.  This position is located in the Office of the National Director (OND), head of the agency and its senior management team and fulfills a critical role in these efforts by managing the administrative activities of the office, while assisting with the coordination of multiple initiatives that encompass various agency international and domestic goals.  The convergence and intersection of agency goals across multiple MBDA offices requires the incumbent to serve in an executive support role on behalf of the National Director or the National Deputy Director, taking leadership in streamlining communication between senior staff and individual offices to meet the needs of staff, customers, and stakeholders. The incumbent will be a primary liaison in  the development of relationships with international and domestic stakeholders, including CEO’s of Fortune 500 and substantial client companies, private equity and venture capital firms, family office representatives and sovereign wealth funds, foreign delegations, ambassadors, Secretaries of federal government agencies, Commerce Bureau Assistant Secretaries and others.  In addition, the incumbent will manage specific projects, official schedules, executive travel and other responsibilities of the National Director.

Incumbent must have a high level of discretion and possess the ability to manage confidential information. The incumbent will effectively communicate with senior level executives, members of boards of director, foreign dignitaries, and senior level personnel from other federal agencies. The successful candidate will serve as a lead regarding OND administrative operations. A successful incumbent will effectively work with staff to manage/organize workflow of priorities and objectives as directed by Office of the National Director.  The successful candidate will, ensure assignments are completed in accordance with agency standards and established deadlines.  OND assignments to operating units will be monitored with a system for issuing follow-up actions required. The candidate will prioritize issues requiring immediate attention of MBDA senior leadership, and communicates those issues in a timely manner. The directives of the National Director and National Deputy Director will be effectively communicated to subordinate staff, ensuring an uninterrupted streamline of information and required deliverables. The incumbent will establish and maintain internal procedures for tracking information, documentation, and correspondence routed thru OND. The incumbent will effectively and efficiently prepares draft documentation, speeches, or articles for OND approval/signature in accordance with appropriate format, style, and agency/departmental standards. The successful candidate will organize recurring management staff meetings, including: agenda preparation; invitations; distribution of supplemental documents; and preparation/dispersal of post-meeting minutes/reports/information necessary for follow-up action.  The incumbent will direct telephone  inquiries; greet high-ranking officials; and coordinate travel arrangements, such as; briefing materials, itinerary/visas/reservations/etc. The incumbent will conduct research. The efforts of the agency cross international, public, private, state & local business and institutional interests. The programs impact heavily on job creation & wealth creation in order to reduce the national wealth gap, as well as increase regional, national and global competitiveness.

This position is being advertised at the GS-11/12 levels. You must possess 1 year of specialized experience at the next lower grade level as follows:

For the GS-11, one year of specialized experience at the GS-09 or equivalent pay band. Specialized experience is defined as experience serving in an executive support role; experience with global and domestic business development affairs; experience conducting research and analysis in the business development sector; experience managing the coordination of cross-cutting initiatives;  experience contributing and/or leading in a team-oriented environment; experience building and maintaining collaborative business relationships; and experience working with travel regulations. For the GS-12, one year of specialized experience at the GS-11 or equivalent pay band. Specialized experience for the GS-12 includes all experience listed above, as well as, experience serving in a senior executive assistant support role within “Fortune 500” international business firm/organization; experience interacting and supporting business affairs with foreign and/or multi-lingual international “Fortune 500” firms.

 

Candidate must be highly organized; possess keen business acumen outstanding business writing skills, oral communication skills, are proficient in Microsoft Office Products (Excel, PowerPoint, and Publisher) and have a high degree of professional judgment.  Bi-lingual capability is strongly encouraged.


GRADE 11  

EDUCATION:  Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a Public Affairs Specialist. 

GRADE 12 Education cannot be substituted for experience at this grade level.

HOW YOU WILL BE EVALUATED:
