Modernizing and Streamlining the Universal Service Fund

This morning, Chairman Genachowski laid out a proposal to get broadband to rural America while cutting waste and inefficiency in two of the Commission's largest programs.

Universal service has been core to the FCC's mission since the Communications Act of 1934 created the agency and committed our nation to making vital communications services accessible to all. The Universal Service Fund helped connect virtually every American to our 20th century communications grid. But this program, along with Commission's closely related Intercarrier Compensation rules, have become riddled with waste and inefficiency and are not up to our nation's broadband challenge. Today, up to 24 million Americans have no access to broadband;fixed or mobile.

At tomorrow's meeting, the Commission will vote on the proposal to transform the Universal Service Fund and Intercarrier Compensation rules from programs designed to support 20th Century voice networks to a force for expansion of 21st century fixed and mobile broadband and voice networks, while eliminating waste and inefficiency.

Broadban, Education, and The Learning Registry

This week, a report on teachers’ media usage, sponsored in part by PBS, offers new evidence to support the National Broadband Plan's finding that broadband has greater potential to transform education than any other technological innovation in our lifetime. The report talks about the incredible increases in teachers' use of digital content in their teaching—not just layering technology on top of lessons, but digitally transforming their classrooms. The survey found, for example:

  • Three in four teachers (76%) stream or download TV and video content, up from 55% in 2007. These teachers are also accessing content in completely new ways, with 24% reporting that they access content stored on a local server, up from 11% in 2007. 
  • Teachers view TV and video content as more effective for student learning when integrated with other instructional resources or content. More than two-thirds (67%) believe that digital resources help them differentiate learning for individual students, and a similar number (68%) believe TV and video content stimulates discussion.
In the same survey, however, is some sobering news: Teachers spend 60 percent of their time in the classroom using educational resources that are either free or paid for by teachers themselves. And most teachers cite cost as the number one barrier to using digital resources in the classroom. 
 
I thought this might be a good time to draw attention to a bright spot on the horizon. The National Broadband Plan proposed that the Department of Education take the lead in setting standards to make the federal government’s extensive cultural and educational resources easily available in one place, in an interoperable format. In response to this recommendation, last summer, Secretary of Education Duncan, the head of the Smithsonian, G. Wayne Clough, and Chairman Genachowski announced an initiative called the Learning Registry. The goal of the Learning Registry is to put a library of free, world-class educational content at the fingertips of every American student and teacher. 
 
We hope to see more innovation like smarthistory.org, a free and open, conversation-based multimedia art history web-book. Smarthistory.org aggregates our cultural treasures—digitally—but also encourages the learner to engage and analyze in real time, engaging students in a whole new way.
 
I’m happy to report that the Learning Registry’s project website is now live so that more Americans can get involved with making this vision a reality. The Learning Registry is not just a content portal or a search engine – the project envisions a new way of exchanging and describing learning content.  It's an initiative designed to build a community to benefit learning AND learners. The process is open and transparent – I encourage you to check out what the team is doing, share the news about the Learning Registry, and to get involved with this important initiative.
 

Establishing Interoperability

The quest for true interoperability dominates our daily work within the Public Safety and Homeland Security Bureau.  Interoperability is elusive and exacting.  It must be pursued as a full-time job with full knowledge of the factors that have defeated interoperability in the past.  As it has before, today the Commission took significant and positive steps to ensure the interoperability for the future of public safety communications.

The National Broadband Plan, submitted to Congress in March, 2010, set forth a comprehensive framework for creating a nationwide, interoperable public safety broadband network. As part of this framework, the Plan recommended the creation of an Emergency Response Interoperability Center (ERIC) to ensure nationwide interoperability. In April the Commission established ERIC within the Public and Homeland Security Bureau, where it is already playing an invaluable role assisting the Bureau as it develops rules and requirements for public safety broadband networks. In December, the Bureau adopted ERIC’s recommendations for an initial set of technical requirements to govern the early network deployments of public safety broadband waiver recipients. In developing its recommendations, ERIC has worked closely with the Commission’s federal partners and with the public safety community—including the members of the ERIC Technical Advisory Committee. We thank these individuals and agencies for their tireless efforts.  

With today’s item, the Commission delivers further on the Plan’s vision by adopting an order and further notice of proposed rulemaking on public safety broadband network interoperability. As the Plan recognizes, broadband technologies “will give first responders new tools to save American lives.” However, the transformative potential of broadband will remain unfulfilled if first responders are unable to communicate effectively.  The technical framework advanced in this item will create a baseline for deployment to ensure that public safety personnel are able to communicate when they converge on the scene of an emergency, wherever it may strike. 

The order designates LTE as a common technology platform for the nationwide network. LTE, a 4G broadband communications standard that several commercial wireless carriers are already deploying, has emerged as the technology of choice for public safety broadband communications. Although the Commission does not usually designate technologies, the adoption of LTE for public safety broadband networks is a critical baseline in ensuring that these networks are truly interoperable.  The record on this point was overwhelming.  The public safety community was united in its comments, and it just makes good sense.

The further notice seeks comment on a broad array of issues relevant to achieving public safety broadband network interoperability. It seeks comment first on an architectural vision for the network and on whether high-level principles should be established to guide the network’s development. Another major focus of the further notice is on how to implement a public safety-to-public safety roaming regime. The ability of public safety personnel to roam onto public safety networks outside their jurisdiction is an essential component of interoperability; accordingly, the further notice seeks comment on a host of issues relevant to developing a viable roaming framework for public safety broadband networks.

The further notice addresses many technical components of interoperability, such as network identifiers and system interfaces. It also proposes that public safety equipment and devices undergo testing to ensure that interoperability is truly being achieved.  Other issues addressed in the further notice, such as performance and coverage, are important to ensuring that public safety networks achieve a baseline of operability necessary to support interoperable communications.

Finally, the further notice seeks comment on how to ensure that public safety broadband networks are fully interoperable with Next Generation 911 networks. As we move forward with this proceeding and with the Commission’s comprehensive inquiry into NG911, we must be mindful of how these two proceedings link together.   

I hope that the further notice portion of this action will elicit a wide array of detailed comments on the myriad issues it presents. We look forward to reviewing these comments and to continuing our dialogue with the public safety community, our federal partners, and other stakeholders, whose input is crucial to our developing a regulatory framework for achieving true interoperability.

Chairman Genachowski and FCC Staff Take In CES 2011

Tablets and TVs; gadgets and tech-integrated vehicles; tech-enhanced musical instruments and heavily promoted headphones; innovative toys, energy efficient designs and wireless enabled products of all sorts. Sunday concluded a busy span of stunning technology pageantry in Las Vegas. Thousands of booths were set up and over 100,00 interested device enthusiasts arrived from all over the world for the Consumer Electronics Show , known more commonly as CES (or in this ever expanding, 140-character world, #CES).

Chairman Genachowski, all four Commissioners, and a retinue of FCC staff converged on the convention floor. They got a look at technology – from a wide range of companies – on the horizon and a sense of what’s upcoming in the innovation space. Many of the exhibits in sight shouted wireless and they shouted mobile.

On Friday, day two, the Chairman gave a speech on the need for expanded spectrum offerings and then sat down to chat with the host of the event, CEA CEO Gary Shapiro. This is what the Chairman said:

"As evidenced by the trade show floor, the consumer electronics industry is going wireless, and the future success of this industry and our innovation future depends on whether our government acts quickly to unleash more spectrum -- the oxygen that sustains our mobile devices. 

We’re in the early stages of a mobile revolution that is sparking an explosion in wireless traffic.  Without action, demand for spectrum will soon outstrip supply. 

To seize the opportunities of our mobile future, we need to tackle the threats to our invisible infrastructure.  We need to free up more spectrum."

Announcing Generation Mobile, Featuring Jane Lynch

You can find them in the most innocent settings. The dinner table, the classroom, during evening homework hour or an otherwise quiet family walk. Clicking, clacking, beeping, buzzing and whirring. This maneuvering marauder? Mobile phones equipped with text messaging. These devices are exploding in use among the current generation and teens seem programmed to use them constantly.

A happy medium exists. Commonsense and responsible use of technology is within reach. To many parents the mobile culture is unfamiliar. We’re hosting a Generation Mobile forum next Tuesday bringing together teens, parents, educators and experts. During this event we’ll do our best to help parents navigate these challenging issues.

We’ll discuss cyberbullying, sexting, over use, privacy, and texting-while-driving. The Pew Internet and American Life project will present their findings from a landmark study, “Kids and Mobile Phones.”

For the Gleeks in the audience we’re pleased that actress and comedienne Jane Lynch, of LG’s Text Ed campaign, will be joining us remotely. Rosalind Wiseman, author of Queen Bees and Wannabes the book upon which the movie Mean Girls was based, will join FCC Chairman Julius Genachowski in hosting the first panel “Generation Mobile Speaks” featuring teens, parents and educators. The second panel, “Ask the Experts About Generation Mobile” will feature experts from SafetyWeb, Facebook, Sprint and other major mobile and technology players. A full list of panelists and speakers is below.

Internet Service: Would You Switch – and Why?

 If you’re like many Americans, you may be wondering whether you should keep the Internet service you have in your home. If you have more than one broadband provider in your area, you may be getting a barrage of advertising encouraging you to switch from your current provider to another one. Should you switch – and if so, why?

At the FCC, we’ve done a representative national survey to find out how satisfied consumers are with their Internet service and what goes into the decision to switch or stick with an ISP. We’re releasing the results of that survey today. It shows that Americans are largely pleased with their Internet service, but have some cause for dissatisfaction – and face obstacles that make it hard for them to switch ISPs.

Our survey found that 38 percent of Internet users have changed service providers in the last three years, more than half of them for a reason other than changing residences. The majority of Internet users seem to be satisfied with their service; most people who haven’t switched say they haven’t even considered it seriously. Still, 38 percent is a significant number, and one that deserves further exploration.

What makes people want to change providers? Two things: Price and performance. Nearly a quarter of home Internet users are dissatisfied with the price they pay for service, and 47 percent of those who switched ISPs said price was a major reason. Even more – 49 percent – said that a major reason they switched was to get a faster or higher performance Internet connection.

Moreover, the survey showed that a sizeable number of people would consider switching ISPs if it was easier to do. They’re deterred not only by the hassle, but by financial considerations – the need to put down a new deposit, pay a set-up or installation fee, or pay an early termination fee. Early termination fees are currently less common for ISPs than for cell-phone service, but they’re still a factor.

This survey, together with earlier data we’ve reported, underscores how much consumers need clear information to help them make smart choices about Internet service. Speed is a major factor that leads people to switch ISPs – but how many of us really understand what speed we’re getting? We previously reported that 80 percent of Americans don’t know their broadband speed, and today’s survey found that most say their monthly bills aren’t clear about speed either. If ISPs are going to compete on speed – which will be good for consumers and good for the country’s broadband infrastructure – then consumers need better information on what speed they need and what speeds they’re getting.

The same is true of price and fees. We’ve found previously that many cell-phone customers don’t know the early termination fees that they’re subject to. As some ISPs start instituting these fees as well, they need to ensure that consumers are fully informed and can factor these fees into their decisions.

Competition among ISPs, like competition in other markets, is good for consumers and good for service providers. And clear information will help consumers make the smart choices that allow competition to work.

Business Broadband Survey Data Note

Broadband is transforming the way businesses – large and small – function, communicate and grow. Always-on broadband connections enable e-commerce, facilitate fast business- to-business transactions, allow transfers of large amounts of data around the world, and make it possible to connect offices across the globe.

To understand more about the business broadband market, we conducted a survey of 3,506 American managers, owners or IT directors at businesses with 5 or more employees.  The survey focused on the different kinds of broadband connections businesses subscribe to, the ways businesses use broadband, attitudes toward broadband-enabled applications, and potential barriers to adopting the technology. 

The survey finds that nearly all businesses report having a broadband Internet connection in at least one location (95%).  Businesses most commonly use their broadband connections to buy products and supplies online, for research and online advertising. The results also indicate that most businesses (85%) are not planning to upgrade to faster speeds in the next year, with cost listed as a leading reason not to upgrade. For those businesses that are planning to upgrade, running new applications and improving communication with customers were the most cited reasons for doing so.

The FCC continues to focus on the role of broadband in stimulating private investment, creating jobs, and supporting our global competitiveness. The results of the survey released today will help the Commission ensure that it has the right policies in place to help achieve those goals.

9-1-1's Next Frontier

This morning Chairman Genachowski, Public Safety Bureau Chief Jamie Barnett and a collection of FCC staff visited a state-of-the-art response facility at the Arlington County Emergency Communications Center in Arlington, Virginia. Following the vision laid out in the National Broadband Plan, the event marks the announcement of steps to revolutionize America’s 9-1-1 system by harnessing the potential of text, photo, and video in emergencies.



Our communications needs are increasingly reliant on mobile devices. In fact, 70% of 9-1-1 calls originate from mobile phones and users rely regularly on texts and multimedia messages. While a subsequent evolution of our 9-1-1 system seems a natural -- and obvious -- step for digitally aware citizen, our current 9-1-1 system doesn’t utilize the superb, possibly life-saving potential within our existing mobile devices. With videos, pictures, texts -- and other untold mobile innovations surely on the horrizon -- next-generation 9-1-1 will position public safety officials a step ahead with critical real-time, on-the-ground information.

After a tour of the high-tech operations room, Chairman Genachowski and Admiral Barnett spoke to the promise of next-generation 9-1-1. Here's an excerpt from Chairman Genachowski's speech.



"Even though mobile phones are the device of choice for most 9-1-1 callers, and we primarily use our phones to text, right now, you can’t text 9-1-1. Let me reiterate that point. If you find yourself in an emergency situation and want to send a text for help, you can pretty much text anyone EXCEPT a 9-1-1 call center.

"...It’s time to bring 9-1-1 into the digital age."

Popular Science’s “100 Best Innovations of the Year”

Geek Alert! Popular Science is out with its annual “100 Best Innovations of the Year.” Reliability cool any year, this year’s list is also notable for a number of innovations that stand to make technology more accessible and lives easier for the disabled.

A few of my personal favorites:

  • Prosthetic hands, by ProDigits, developed by roboticists that moved the electronics from the palm and put them into the fingers—such a leap forward that people can eventually type with their new hand.
  • Siri, a personal assistant app that uses natural-language speech recognition to carry out complex demands— “Make a reservation for four at Chef Geoff’s at 7pm Saturday night,” for example.
  • Google Goggles, an app that enables Web searches based on images captured by your smartphone.
  • The GE VSCAN, a mobile ultrasound machine about the size of a cell phone. Particularly interesting given that an estimated 500 million people will use mobile health apps by 2015.
  • The iPad (of course).
  • The ecoATM cell phone recycler, which lets you turn in your used handset and get paid for its value.
  • A wireless phone charging station — just place your phone on a pad!
  • Wikitude, an augmented reality browser that uses geo-location data to identify places, sites and buildings.
  • A telescope eye implant that can restore a “severe vision impairment” to a “moderate vision impairment.”
  • User-friendly crutches . Developed by Jeff Webber (who was on the team that designed Herman Millers Aeron chair), these fundamentally changing the shape of the crutch from a “T” to an “A” frame.
  • A Google search engine for television, which gathers metadata with keywords. It was developed on an open platform allowing developers to make more accessible television guides or even translate closed captioning, .
  • A crime-busting hardware attachment for the iPhone, which uses biometrics such as iris recognition, fingerprints, etc. Now police can take a photo of a suspect and use facial recognition software to match to those awful “WANTED” posters.
  • A wireless system for IPTV called WiDi, for wireless display.
  • A new diagnostic technology that allows Kenmore washer and dryers to send data to a technician over a phone line, and depending on the problem, the technician can talk you through the fix, or just send a repair person.
  • And finally, a new web language, HTML 5 that allows browsers to display video on a computer, phone, iPad, without having to install software such as Flash.

Alan Gregerman, author of Surrounded by Geniuses once said, “Like Benjamin Franklin, we have to stand in a storm to be truly inspired (or electrified)”. He could have been talking about just such a list. Onward and upward!

The Gold Rush in Kansas

They’re going for the gold in Kansas, with plans to make broadband available to everyone in the Sunflower State.

I recently was fortunate enough to witness this gold rush first-hand by attending the Kansas Broadband Summit, where current state of broadband deployment was discussed, as well as the plans for future deployment of broadband services. Stanley Adams, the broadband planning manager for the state’s Department of Commerce reported that Kansas received over $250 million in broadband deployment grants and loans from the National Telecommunications and Infrastructure Administration (NTIA), which is part of the Department of Commerce and the Rural Utility Service (RUS), which is part of the Department of Agriculture. That’s a lot of amount of money for a smaller state, but Kansas has a significant rural population, and its leaders are aiming to make broadband available to all.

I learned a lot from the Kansan stakeholders who attended the conference. Their plan is comprehensive, covering everything from detailed mapping, to provider validation, and even adoption plans. And like any time you get a room of stakeholders engaged, new ideas were sparked on how to improve the plan. As an FCC staff person, it was a thrill for me to see and feel the excitement of a state actually implementing its broadband plan. And as with the beginnings of California’s gold rush in 1879, the new broadband gold rush in Kansas promises great benefits to the state citizenry . ,“From a business standpoint, it [broadband] means increased opportunities for entrepreneurship and new small-business development,” Kansas Lt. Governor Findley said. “How many entrepreneurs out there have the next big-idea, but have no way to share it?” Kansans know that broadband is just as valuable as gold, and know the wealth it can bring.

Stanley Adams and Duncan Friend, both Kansas employees leading their state’s broadband initiative, invited me to speak on a panel about disability access. They said that they wanted Kansas’ broadband to be accessible and usable to all of its citizens, especially Kansans with disabilities. The audience’s questions on accessible deployment were universally thoughtful and insightful—they all saw the importance of an accessible broadband plan and knew such a plan would collaterally help other populations, such as seniors, non-native English speakers, educational and medical institutions, and the business community. The panel was so popular that we gave a repeat presentation later that same day.

To implement its plan, Kansas has partnered with Connected Nation, a 501(c)(3) organization. Tom Feree, the chief operations officer of Connected Nation said, “We exist because we believe that states, communities, families and individuals can realize great economic and social advantages when we accelerate broadband availability in unserved areas and increase broadband use in all areas, rural and urban, alike.” His statement again reminded me of the promise of 1849 gold rush, which lead to the building of our nation’s railway system, which in some ways is being replaced by fiber optics today.

Kansas has prioritized Community Anchor Institutions (CAIs) such as K-12 schools, libraries, healthcare centers, public safety entities, colleges and universities and other government and non-governmental organizations. I can’t help but wonder how many of those “other” organizations are entities that serve people with disabilities. The chief technology officer of the Kansas School for the Deaf, Joe Oborny, attended knowing how much is at stake in Kansas’ broadband plan. The ability for students to use video for calls, video conferences with excellent teachers of the deaf, and to connect with the state and nation are critical to a successful educational institution.

As I look back on the conference, I am confident that the leadership will follow through with its commitment for an accessible broadband plan. The stakes are too high not to. Soon after my return to Washington, Kansas contacted me asking how to develop more partnerships with the disability community, which demonstrates to me that they mean what they say in Kansas: All Kansans will be able to access broadband. For that, I give them a gold medal.

Step 1: Take a photograph of one of the codes below using the camera on your mobile phone.
Step 2: Use your phone's Datamatrix or QR Code reader to decode the information on the photograph. Please note, these code readers are device specific and are available to download on the internet.
Step 3: Store the decoded address information to your phone's address book and use it with your Maps or GPS application.
