Legislative and Public Affairs

The U.S. Agency for International Development (USAID) is the lead agency for the U.S. Government, providing economic development and humanitarian assistance to people around the world. By creating the conditions to help countries move from poverty to prosperity, we serve both the American public and millions of people living in developing countries, countries affected by natural disasters and countries in transition.

USAID's Bureau for Legislative and Public Affairs (LPA) is responsible for all of the Agency's external affairs and provides overall coordination for all aspects of legislative and public affairs matters for the Agency. LPA directs the Agency's communications strategy and policies; is responsible for communicating positioning, messaging and branding; develops outreach and educational programs; leads the Agency's online marketing strategy and manages the external website; and produces events and promotional products to generate support for USAID's mission.

In short, LPA serves as the liaison between the Agency and American people, Congress, the media, and the Agency's other key constituencies.

Congressional Liaison Division

Through mandated reports and regular briefings of Congressional staff, the Congressional Liaison Division maintains close contact with members of Congress, keeping them informed of USAID development and assistance efforts and obtaining their views on related matters. Congressional Liaison Officers are responsible for facilitating communication between U.S. lawmakers and the Agency, transmitting USAID’s messages in a transparent manner and ensuring that Congress understands the Agency’s objectives abroad. Each Congressional Liaison Officer coordinates with Agency bureaus as well as Congressional committees to communicate the status of USAID’s programs and policies. Additionally, Congressional Liaison Officers assemble materials representing the Agency's position on pertinent issues in preparation for Congressional hearings.

Congressional Bulletin

Thank you for your interest in the USAID Congressional Bulletin. Launched in May 2011, the Congressional Bulletin is a biweekly e-newsletter issued by USAID’s Bureau for Legislative and Public Affairs to House and Senate offices.

Its objectives are as follows:

  • to inform Hill staff of the latest developments at USAID – including key personnel announcements and significant milestones reached – both on our development programs and the USAID Forward Agenda;
  • to preview new partnerships, policies, or strategies we are working on and invite Congressional stakeholders to engage with us as we move these forward; and
  • to offer a sense of what's on the horizon – not only in terms of upcoming Congressional testimony or briefings but also opportunities to meet with our Mission Directors and key leadership.
