Summary: Purpose: Prevent and reduce youth violence and gang activity in Tacoma, Washington, through implementation of comprehensive community-based anti-gang strategies based on OJJDP Comprehensive Gang Model.

The Newport News Targeted Outreach Program (TOP) will expand and continue the Boys and Girls Clubs Gang Prevention through Targeted Outreach program model utilizing community-based youth serving organizations throughout the city. During the three-year grant period, the model will provide 300 young people who are at risk of gang involvement, violent, or delinquent behavior with individualized services and intensive case management. Through a central referral agency, TOP receives referrals for young people in need of prevention and early intervention services. The program conducts an initial assessment to determine risk and protective factors, connects the family to services through appropriate community agencies based on an individualized service plan, and monitors the progress of participants through intensive case management services. TOP has served over 400 young people in the past five years and funding is being sought to pay direct service costs for young people at risk of delinquent, violent, and gang-related behavior, as well as to fund facilitation of prevention groups with youth in the community through the All Stars™ curriculum. The goal of the Targeted Outreach Program is to reduce or prevent violent and delinquent behavior through decreased contact with law enforcement, truancy, suspensions/expulsions from school, and substance use.
