About SMG

The Strategic Management Group (SMG) advises the Assistant Secretary (AS) and Principal Deputy Assistant Secretary (PDAS) for Human Resources and Administration (HRA), and other key officials within the Department of Veteran Affairs on matters pertaining to transformational and human resource initiatives improving performance and policies.  SMG has overall facilitation/oversight responsibility for the Human Capital Investment Plan (HCIP) and transformational initiatives. The office actively unites planning, programming, execution, and oversight with executive level leadership resulting in strategic alignment of HRA resources and processes with the Secretary of Veteran Affairs and Presidential directives.

Services Provided

  • SMG is responsible for the development of the annual HR&A Fiscal Year Operating Plan, and measures organizational performance against the Operating Plans and the HR&A Strategic Plan.
  • SMG conducts Program and Project management oversight for HR&A to ensure proper accountability and delivery of services and goods.
  • SMG is responsible for HR&A financial tracking and budgetary oversight, including HCIP.
  • SMG manages and provides oversight for HR&A contracting and acquisitions efforts.
  • SMG coordinates, collates, and manages HR&A/HCIP performance reporting to DVA Leadership.
  • SMG implements a Monthly Performance Review (MPR) for HR&A.
  • SMG manages post-HCIP Transformational Initiatives as Operational Programs. The SMG office provides enterprise development and leadership of continuous HR&A innovation and transformation.
