Capital Security Construction Program
Congress directed the Department to use the substantial funding authorized under the Secure Embassy Construction and Counterterrorism Act of 1999 (SECCA) for replacement of facilities at vulnerable posts. The process for identifying and establishing the priorities for these projects begins with review of the Vulnerability List mandated by SECCA. This list, produced each year by the Bureau of Diplomatic Security (DS), ranks facilities according to their vulnerability across a wide variety of security threats using sophisticated methodologies and rigorous evaluation.
