Rear Adm. Broadway was commissioned through the Naval Reserve Officers Training Corps program at Auburn University in December 1974. He was designated a naval flight officer in January 1976, flying the S-3A aircraft.

Broadway affiliated with the Naval Reserve (NR) Intelligence Program in 1981 and progressed through a number of department head tours in NR Fleet Intelligence Rapid Support Team 0867 at Naval Air Station (NAS) Atlanta; NR commander Carrier Group 0667 at NAS Atlanta; and, NR Naval Technical Intelligence Center 1005, Pittsburgh. He has served executive officer tours with NR commander Mine Warfare Command 107 in Charleston, S.C., and with NR Atlantic Intelligence Command 0867 at NAS Atlanta.

Broadway served as commanding officer of NR commander Amphibious Group 2 Detachment 0867 at NAS Atlanta, Intelligence Volunteer Training Unit 0108, and chief staff officer for Reserve Intelligence Area 14. He commanded NR U.S. European Command Joint Analysis Center Molesworth 0167, where he was assigned the additional duty as officer in charge of the NR Intelligence Detachment at Joint Analysis Center, Royal Air Force Molesworth, UK, and provided the framework for a joint reserve unit at Joint Analysis Center (JAC) Molesworth.

Broadway served as commander, Reserve Intelligence Area 14. After the attacks of Sept. 11, 2001, he served as director, Systems and Communications at JAC Molesworth, UK in support of Operation Enduring Freedom. In October 2002, he reported to commander, NR Intelligence Command, NAS Joint Reserve Base Ft. Worth, Texas, as deputy chief of staff for Intelligence Operations and Security. During this tour he was mobilized to Headquarters, U.S. European Command, Stuttgart, as chief of Theater Intelligence Systems Integration in support of Operations Enduring Freedom and Iraqi Freedom. In October 2004, he reported to NR commander 6th Fleet Det. 802, Atlanta, as assistant chief of staff, Information Superiority and was mobilized for a second time to support combat air operations in Operations Iraqi Freedom and Enduring Freedom as deputy director for Intelligence at the Combined Air Operations Center, AL Udeid AB, Qatar.

As a flag officer, Broadway commanded the Navy Intelligence Reserve Command from February 2007 to November 2009.  He also served as the Deputy Director, Concepts and Strategies, OPNAV N2N6 from August 2010 to May 2011.

Broadway holds a Master of Science degree in Management from Clemson University, and has attended Harvard University Kennedy School of Government Program for Senior Executives in National and International Security.
