FAC-COR Re-Certification

FAC-COR Re-certification is required every two years from the date of initial certification.  Re-certification is ONLY done through the automated process in the Federal Acquisition Institute’s Training Application System (FAITAS).  If you have not registered in FAITAS you will not be able to re-certify. All training activities outlined in Appendix D of the HHS FAC-COR Handbook must be logged into FAITAS through a “My Points Request”.  These requests are approved by your supervisor in FAITAS.  Once you have completed the required trainings and met the CLP threshold for your current level the system will notify you that you are ready to submit a “My Achievement Request”.  This request serves as your re-certification submission.  Your supervisor and the NIH Acquisition Career Program Office will review and approve/disapprove.

When your Achievement Request is approved you will receive an Achievement Certificate in FAITAS.  This certificate is for the current certification period and verifies your completion of the re-certification requirements.  This effectively extends the FAC-COR certification for an additional two years.  Your initial certification date will never change in FAITAS unless you allow it to lapse. 

Employees that are currently certified can only re-certify at their current level or lower.  You cannot re-certify to a higher level.  To get certified at a higher level, you must comply with the initial certification requirements for the higher level.


Level I:   Entry Level/Apprentice

Level I re-certification mandatory requirements are as follows and must meet the 20 CLP minimum re-certification requirement every two years.

STEP 1:  Complete Required Training (in any order):

A.  One Day COR Refresher Training*

B.  HHS App. law Refresher Training **

C.  Green Purchasing Training***

STEP 2: Complete Elective trainings to equal cumulative total (including above required training) of 20 CLPs mapped to the COR competencies.

            Sources for training: Supplemental training opportunities     

STEP 3: Upload all outside trainings into FAITAS through a “My Points Request”. Any training done through FAI/DAU will automatically be added into FAITAS. See FAITAS Instructions Below

STEP 4: Once you have met the 20 CLP minimum requirements, you can submit a “My Achievement Request”.

STEP 5: Ensure that you are registered for FAC-COR listserv

 

What Happens Next? The achievement request will be routed, in the system, to your supervisor who will approve or disapprove.  Once approved, it will be routed to the NIH Acquisition Career Program Office for final review and approval/disapproval.  Once approved, you will be notified through FAITAS and your achievement certificate will be available in the FAITAS system.  You must repeat this process every two years once your next certification period starts.

 

Level II:  Mid-level/Journeyman

Level II re-certification mandatory requirements are as follows and must meet the 40 CLP minimum re-certification requirements every two years.

STEP 1:  Complete Required Training (in any order):

A.  One Day COR Refresher Training*

B.  HHS App. law Refresher Training **

C.  Green Purchasing Training***

STEP 2: Complete Elective trainings to equal cumulative total (including above required training) of 40 CLPs mapped to the COR competencies.

STEP 3: Upload all outside trainings into FAITAS through a “My Points Request”. Any training done through FAI/DAU will automatically be added into FAITAS. See FAITAS Instructions Below

Level III:  Senior/Expert

Level III re-certification mandatory requirements are as follows and must meet the 80 CLP minimum re-certification requirements every two years.

STEP 1:  Complete Required Training (in any order):

A.  One Day COR Refresher Training*

B.  HHS App. law Refresher Training **

C.  Green Purchasing Training***

D.  Ethics & Fraud Awareness Training – Requirement Completed with annual Ethics training

STEP 2: Complete Elective trainings to equal cumulative total (including above required training) of 80 CLPs mapped to the COR competencies.

STEP 3: Upload all outside trainings into FAITAS through a “My Points Request”. Any training done through FAI/DAU will automatically be added into FAITAS. See FAITAS Instructions Below

STEP 4: Once you have met the 80 CLP minimum requirements, you can submit a “My Achievement Request”.

FAC-COR REQUIRED RE-CERTIFICATION TRAININGS

*COR Refresher Training Options:


**HHS Appropriations Law Refresher

Currently, there are limited options for this requirement.  There is a free online training option through ASI.  Enrollment for this training would have to be request from our office through FAC-COR@mail.nih.gov

FREE ONLINE TRAINING OPTIONS

 

There are currently two free online vendors that provide numerous training options to complete the certification and re-certification requirements.

 

FAI/DAU: The Defense Acquisition University (DAU) offers several courses related to acquisition and budget.  These courses can be registered for through FAITAS and a complete listing of their courses with the number of CLPs awarded for each can be found at www.dau.mil.

 

ASI: ASI’s Applied Learning Online (ALO) modules offer several course related to acquisitions.  The licenses for this vendor are paid for annually by HHS.  They are reusable so HHS limits the enrollment time one has to complete the trainings to 21 days.  Send enrollment requests to FAC-COR@mail.nih.gov.

Adding CLPs to FAITAS:  This function will be used to add all training activities you have completed only if you have a current certification in the system. (Note: Any training registered and taken through FAITAS will be added to your CLP count automatically once you have completed the training.  You will not need to add those CLPs to FAITAS.) Please follow the command chain below to obtain the short form which will require you to complete some basic information about the training and upload your supporting documentation.  CLP requests in FAITAS must be approved by your immediate supervisor.  The way the FAITAS system is set-up, no one can enter your training in the system for you.

Submitting an Achievement Request: (also known as a Re-certification Request): This function will be used during your re-certification period when you have met the minimum CLPs and mandatory training requirements for the FAC-COR certification level you currently hold.  Please follow the command chain below to obtain the form which will allow you to submit your re-certification request.  (Note: Re-certification can be done any time after you have uploaded the minimum number of CLPs into FAITAS.  The system will not allow you to re-certify until you have completed the minimum number of CLPs.) This action will be approved by your immediate supervisor and the NIH ACM.

EXPIRATION POLICY

FAITAS will send out periodic reminders of your certification expiration date. It is your responsibility to keep track of when your FAC-COR certification expires. 

Due to system limitation in FAITAS, a one-time 14 day extension of your FAC-COR certification may be granted, but you must first notify us 30 days prior to your expiration through the FAC-COR@mail.nih.gov inbox.

If your FAC-COR certification expires, the FAITAS system will automatically revoke your current certification.  In order to re-certify you must complete a “Certification Request” in FAITAS and attach all the required re-certification trainings and CLPs.
