Office of Legislative Affairs, About the

The Office of Legislative Affairs (OLA) is the FCC's liaison to Congress. OLA provides lawmakers with information regarding FCC regulatory decisions, answers to policy questions, and assistance with constituent concerns. The Office also prepares FCC witnesses for Congressional hearings, and helps create FCC responses to legislative proposals and Congressional inquiries. In addition, OLA is a liaison to other Federal agencies, as well as state and local governments.

As Director and Deputy Directors of the Office of Legislative Affairs, Greg, David and Patrick oversee the Commission’s relationship with Congress. Greg, David, Patrick and the OLA staff work to provide lawmakers with information regarding decisions and policies adopted by the agencies as well as acting as a resource to Congress on technical matters in legislation.

OLA Policy Team:

Jill Pender, Deputy Director – Jill is responsible for budget and appropriations issues as well as work that arises out of OET, OGC, and OMD. Issues include development of educational programs to assist Congressional staff in learning more about the FCC’s activities. Jill can be reached at jill.pender@fcc.gov or by calling 202.418.2947.

Lori Maarbjerg, Chief of Staff and Senior Attorney Advisor – Lori’s work is focused on the issues that are handled by the Media Bureau. Specifically, Lori focuses on broadcast radio/television, cable, LPFM, media ownership, and satellite television/radio. Lori can be reached at lori.maarbjerg@fcc.gov or by calling 202.418.1908.

Jim Balaguer, Associate Director and Senior Legislative Analyst – Jim’s work centers around the issues addressed by the Commission’s Wireline Competition Bureau and the Consumer and Governmental Affairs Bureau. His portfolio includes topics such as universal service, Do-Not-Call, truth-in-billing, and disability access. Jim can be reached at jim.balaguer@fcc.gov or by calling 202.418.1915.

Chris Moore, Attorney Advisor- Chris’ work focuses on the issues addressed by the Commission’s Public Safety and Homeland Security Bureau and the International Bureau. Handles public safety and homeland security issues. These issues include E911, Cybersecurity, operability and interoperability, and public safety spectrum. Tim Strachan, Attorney Advisor – Tim handles wireless issues within the purview of the Wireless Telecommunications Bureau. His issues include wireless, spectrum, tower siting, licensing, and auctions. Tim can be reached at timothy.strachan@fcc.gov or by calling 202.418.2242.

Connie Chapman, Lead Congressional Liaison Specialist – Connie is responsible for responsible for policy-related correspondence directed for the Chairman's attention.

Diane Atkinson, Congressional Liaison Specialist – Diane is responsible for inquiries on behalf of constituents and processing FOIA requests for Congressional Correspondence

Joy Medley, Congressional Liaison Specialist – Joy handles legislative tracking, processing of Congressional reports, and special projects.

Alethea Lewis, Congressional Liaison Specialist – Alethea is responsible for day-to-day operation and tracking of the FCC's Congressional Correspondence response process.

Aurelle Porter, Special Assistant – Aurelle assists the Director and Deputy Director handling scheduling, meeting requests, and travel. She also provides general office management.

Chelle Richmond, Staff Assistant – Chelle is responsible general office support.
