How to apply for FAC-P/PM Certification

FAC-P/PM Application Process:

All candidates must complete, sign, and date the forms found in the FAC-P/PM Handbook. Completed applications should be scanned and submitted to: FAC-PPM@mail.nih.gov.   Originals may be sent to: Kimberly Doherty, OD/OALM - Acquisition Career Manager, 6100/6D01, but scanned copied are preferred.  Please review additional application guidance here :Click Here

Levels I/II - Applications are reviewed by the Acquisition Career Manager and OPDIV board members on a rolling basis.

Level III -   Applications are reviewed at the Department level at HHS board meetings which are also conducted on a quarterly/as needed basis. The next HHS quarterly board meeting is TBA. Specific questions may be forwarded to: FAC-PPM@mail.nih.gov .

Application Process:

Specific Instructions - Certification Levels I and II

Step 1. The candidate’s immediate supervisor must review Appendix G (Certification Action Request Form), Appendix H (Functional Transcript), and Appendix I (Achievement of Competencies and Proficiencies Form).

·         If the immediate supervisor concurs that the candidate has met the certification action requirements for the level requested, the immediate supervisor must check the concurrence block on the Federal Acquisition Certification for Project and Program Managers – Certification Action Request Form, sign and date where indicated, and provide the certification package to the OPDIV ACM for review and concurrence.

·         If the candidate has not met the certification action requirements for the level requested, the immediate supervisor must check the non-concurrence block, provide a written rationale, sign and date where indicated, and if appropriate, develop with the candidate a plan for enhancing or adding to the individual’s competencies.

Step 2. The OPDIV ACM must review Appendix G (Certification Action Request Form), Appendix H (Functional Transcript), and Appendix I (Achievement of Competencies and Proficiencies Form) for completeness and adequacy.

Step 3. The OPDIV EO or designee must review Appendix G (Certification Action Request Form), Appendix H (Functional Transcript), and Appendix I (Achievement of Competencies and Proficiencies Form).

Step 4. Register in the FAITAS System (if not already registered). FAITAS Website Click Here

Step 5. Apply for FAC-PPM certification in FAITAS through the following commands. Please Note: All applications have three sections that require attachments added in order to submit.

What Happens Next? The application will be routed, in the system, to your supervisor who will approve or disapprove. Once approved, it will be routed to the NIH Acquisition Career Program Office for review and approval/disapproval. Once approved, it will then be routed to the HHS Agency Certification Manager for final review and approval/disapproval. Once approved, you will be notified through FAITAS and your certification will be available in the FAITAS system. You must maintain your certification every two years by meeting all the re-certification requirements.

Specific Instructions - Certification Level III.

Step 1. The candidate’s immediate supervisor must review Appendix G (Certification Action Request Form), Appendix H (Functional Transcript), and Appendix I (Achievement of Competencies and Proficiencies Form).

Step 2. The OPDIV Board member (primary or alternate) must review Appendix G (Certification Action Request Form), Appendix H (Functional Transcript), and Appendix I (Achievement of Competencies and Proficiencies Form) to ensure that the candidate’s qualifications meet the specified experience and training requirements.

Step 3. The OPDIV ACM will review the application for completeness and adequacy. If the application is complete and adequate, the OPDIV ACM will check the “Reviewed” block and forward the application to the OPDIV EO. If the OPDIV ACM determines that the application is incomplete or inaccurate, he/she will coordinate with the appropriate parties for resolution prior to forwarding the application to the OPDIV EO (or designee).

Step 4. The HHS FAC-P/PM Certification Board that meets on a quarterly or as needed basis will thoroughly review all Level III applications for Departmental certification suitability.
