Cost Analysis:
Life Cycle Cost Estimating: We develop estimates for any phase of a system's life, from
Concept Exploration to Operating & Support. Estimates can be used to
support the budget or milestone decision processes or anything in
between.
Cost Modeling: We can
develop for your use, or keep updated for you, a spreadsheet type model
that will allow for quick reaction to what-if type drills, POM
Excursions, President’s Budget, and Budget Estimate Submissions.
Cost Reporting: We
have a wide range of experience in preparing various reports required by
PM's, to include the Selected Acquisition Report (SAR), P-Forms,
R-Forms, and Acquisition Program Baseline (APB). We can help maintain
consistency in your reporting.
Milestone Support:
We
have a great deal of experience in supporting milestone reviews. Support
ranges from the preparation of cost related milestone documentation to
interfacing with HQ AMC, DA, and OSD level cost offices.
Total Life Cycle Management: We are experienced in using the Army's O&S cost database (OSMIS)
to establish O&S cost baselines.
Cost as an Independent Variable: We support the implementation of CAIV principles on major
acquisition programs, to include establishing cost goals and performing
cost/performance trades.
Analysis of Alternatives: We prepare estimates to support AOA’s in support of milestone
decisions and are experienced in interfacing with the TRADOC community
responsible for developing the AOA’s.
Source Selection Evaluation Board Activities: We have experience in writing RFP language on cost
requirements, EVMS, and CCDR Plans. We have participated on SSEB’s to
evaluate proposed Earned Value Management Systems, WBS, O&S costs,
CAIV Plans, and cost proposals.
Multi Year Procurements: We
compute cost savings on multi-year contract prices compared to annual
contract prices.

Economic Analysis:
EA Studies:
We perform Economic Analyses to identify, analyze, and compare the costs
and benefits of alternative courses of action. Types of Economic
Analyses include OSCR, Command Interest, Cost Benefit Analyses, and
Business Case Analyses.
Discount Rates & Guidance / Inflation Rates
& Guidance:
We distribute and advise on application of discount and inflation rates
to cost & economic analyses.

Validation:
Our office is the TACOM proponent for validation. We perform reviews of all cost and economic analyses. We
insure that the assumptions, constraints, and methodologies used are
logical, reasonable, complete, and well documented. The conclusions and
recommendations are supportable and defendable.
Additionally, we provide consultation for
Lean Six Sigma financial benefit claims. |
Modeling & Simulation:
Combat Effectiveness Analysis:
We conduct operational effectiveness
analyses in our dedicated, secure processing facilities. Using high
resolution force-on-force combat simulation models we quantify the combat
effectiveness of concept designs, technologies and suites of technologies
for the concept developer, program manager and to generate requirements
for the platforms.
Logistics Analysis:
We use simulation models to quantify logistic
burdens, quantify the logistic effects to changes in platform and
component reliability, as well as the logistic effects of combat damage.
We also have performed studies to address contract termination, economic
contract cutback, warranty and breakout cost effectiveness and inventory
analyses.
Computer Application / Modeling:
We design, develop, modify, maintain,
and operate computer applications for program activities. This includes
establishing technical databases and the identification, collection,
maintenance, analysis and reporting of technical and program information.
Operations Research Techniques:
We perform probability and
statistical analyses, mathematical programming, regression analyses,
tradeoff analyses, decision risk analyses and also develop computer
models.

area of wargaming can participate on your team.

Earned Value
Management: We can help keep your cost contract on schedule, for
the cost you agreed to. Our office is the TACOM proponent for Earned
Value (EV). Our subject matter experts can provide EV training, assist
with your Integrated Baseline Review (IBR) at the contractor’s
facility, develop your WBS/CCDR Plan, and analyze your CPR/CSSR monthly
report.
