The .gov Reform Effort
The .gov reform effort is part of President Obama's Campaign to Cut Waste, identifying unnecessary websites that can be consolidated into other websites to reduce costs and improve the quality of service to the American public. The President signed Executive Order 13571, "Streamlining Service Delivery and Improving Customer Service," April 27, 2011, which requires federal agencies to take specific steps to strengthen customer service, including how they deliver services and information on federal ".gov" websites.
How will it benefit the public?
This effort will eliminate and improve websites that are redundant, outdated, hard to use, or have poorly maintained content, which ultimately will improve the online experience you have with federal agencies. While many federal websites provide taxpayers with valuable services and information, there has been a proliferation of separate websites over many years. With thousands of unique federal .gov domains and websites, it can sometimes be difficult to find the content you need. This effort aims to get your input to help us address those problems.

Actions Planned and Completed
August 9, 2011 - HHS Dot Gov Task Force Established
On August 9, 2011, HHS Web Council members met for the first time to discuss implications of Executive Order 13571 to Streamline Service Delivery and Improve Customer Service, creating the HHS Dot Gov Task Force.
August 12, 2011 - OMB Memorandum M-11-24
On August 12, 2011, OMB Memorandum M-11-24, Implementing Executive Order 13571 on Streamlining Service Delivery and Improving Customer Service, was sent on behalf of Steve VanRoekel, U.S. Chief Information Officer at the Office of Management and Budget (OMB). Agency Chief Information Officers are responsible for the following deliverables:
September 6, 2011 - Interim Progress Report
Agencies shall provide to OMB an interim progress report on streamlining Agency-managed .gov domains. The report must include:
- List of .gov domains shut down since June 13, 2011.
- List of .gov domains redirected to, or consolidated into, existing domains since June 13, 2011.
- Brief description of other streamlining plans underway but not yet completed.
September 23, 2011 – Individual Domain Surveys Due
OPDiv’s are responsible for sending Word Document versions of the Individual Domain Survey to Nicholas Garlow by this date.
September 30, 2011 - OPDIV Governance Surveys Due
OPDIV’s are responsible for sending the OPDIV governance survey to Nicholas Garlow by this date.
October 11, 2011 - Complete Web Inventory and Develop Web Improvement Plan
- Complete Web Inventory
Agencies shall conduct an inventory and analysis of all registered .gov domain names and an assessment of Agency web governance. The goals of this inventory are to:
Collect key management data about each .gov domain to determine which will be maintained, merged, or eliminated.
- Identify websites that provide high value to the public and can serve as models to be replicated by others.
- Gather baseline data on the state of web governance and operations across the agency.
- Identify opportunities for improving efficiencies in web management and operations within and across agencies (including shared services) and improving the customer experience with federal online services.
- Develop Web Improvement Plan
"By October 11, Agencies shall develop a Web Improvement Plan that communicates their strategy for managing web resources more efficiently, improving online content, and enhancing the customer experience of Agency websites.” This comprehensive plan will “address the broader objectives of streamlining content, infrastructure, and ultimately improving customer service.”
